Subject

Authorize the Director of General Services to execute an agreement with Global Modular, Inc. in the amount of $894,513 for the construction of the Modular Building at 292 West Beamer, Woodland, California, and authorize the Director of General Services to amend the construction contract with Global Modulars, Inc. up to an additional $89,451 should amendments or change orders be required by the scope of the project. (No general fund impact) (Pistochini/Martinez)

Recommended Action

  1. Approve a contract with Global Modular for $894,513 for the construction of a modular building at 292 West Beamer Street, Woodland, California; 
     
  2. Authorize the Director of General Services or designee to approve change orders not more than $89,451; and
     
  3. Authorize the Director of General Services or designee to submit notice of substantial completion.

Reason for Recommended Action/Background

Currently, the Cannabis Unit is located at a separate location from the Department of Community Services and the Environmental Health Division. The Department of Community Services has conducted a review of the cannabis inspections and licensing process and determined that co-locating the Cannabis Unit with Environmental Health Division and the larger Department will remove confusion with Cannabis licensees. The project consists of the construction of a new 3,600 square foot (sf) modular office building on the Department of Community Services (DCS) main campus and corporation yard. The project will facilitate the consolidation of the Cannabis Unit staff with Environmental Health Division staff onto the main Department of Community Services campus as well as build more cubicle space for the department’s growing staff. Currently, cannabis licensees travel between two separate locations to interact with Cannabis inspectors and administration staff, which often results in confusion and inconvenience for licensees.  With today's approval of the contract, the project can move to the construction phase.

The project was identified in the Capital Improvement Plan in 2023 under the County Department Office Space Renovations and Expansions. As noted above, the need is based on changing staffing levels and business needs.

The Department of General Services worked with the Department of Community Services and the County Counsel's Office in developing this recommendation.

Competitive Bid Process/Vendor Performance

Request for Proposals (RFP)Service Requested: On March 21, 2023, the Board approved the Cannabis Modular Project design and authorized the County to release an Invitation for Bids for the project. The IFB was released on March 28, 2023, with a closing date of May 23, 2023.  Two companies submitted bids.  The lowest responsive bidder was Global Modular Incorporated for $894,513.

Funds for this project come from the cannabis regulatory fees, a separate source of funds that are not part of the cannabis tax revenue. Additional future budgeted expenses are expected for separate purchases of furniture and equipment to be located in this modular building.
