Recommended Action

Approve and authorize the Chair to execute the first amendment to Agreement No. 22-105 with Psynergy Programs to add funding in the amount of $275,000 for fiscal year 2022-23, for a new contract maximum of $1,775,000, for the period of July 1, 2022 through June 30, 2025; to update rates and to update and clarify contract language, for the provision of providing acute and/or sub-acute psychiatric inpatient services or specialty mental health services.

Reason for Recommended Action/Background

On or about May 24, 2022, the County entered into an Agreement with Psynergy Programs, Inc. to allow current consumers continued placement and help the County in providing specifically needed services for seriously mentally ill and conserved consumers, thereby reducing the risk of placement at higher level of care facilities, including locked long-term hospital settings.

Psynergy Programs, Inc. operates Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE) and outpatient mental health clinics in proximity to Yolo County. Psynergy Programs, Inc. has demonstrated that providing reliable adult residential home care in combination with intensive outpatient mental health services can help individuals with mental illness avoid the unnecessary expense and emotional trauma often associated with incarceration and hospitalization. The goal of Psynergy Programs, Inc.’s services are to improve each individual’s quality of life, to help individuals gain the skills and ability necessary to stay out of locked hospital settings, and to move into a less restrictive living arrangement in the community.

HHSA requests approval of this amendment which will add an additional $275,000 to cover remaining fiscal year 2022-23 invoices; update rates; and clarify language throughout the Agreement.

HHSA confirms Psynergy Programs, Inc. has performed satisfactorily under this agreement. For fiscal year 2022-23 Psynergy provided 1150 services to 8 patients.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel approved the Amendment as to form.

Competitive Bid Process/Vendor Performance

On May 16, 2022, the then acting Yolo County Procurement Manager or designee approved a sole/single source procurement for these services.

Procurement reviewed HHSA’s request and determined that it was in the best interest of the County, based on satisfactory service/reasonable prices and to avoid the interruption of County business. Without sole source approval of the agreement with the vendor, the County would lose the ability to place consumers in adult residential board and care homes. Factors considered, included but were not limited to:

1) the County’s ongoing difficulty with finding placement for serious mental illness and serious persistent mental illness clients; 2) no other residential providers in Yolo County offer the services that Psynergy Programs, Inc. offers; 3) the price is fair and reasonable; and 4) the County would lose the ability to place consumers in adult residential board and care homes (ARF) provided by Psynergy Programs, Inc. within proximity. The County would be limited in its ability to identify and place consumers quickly into facilities offering this appropriate level of care, and in some cases would be unable to meet federally mandated standards regarding the provision of care for consumers.

No general funds are required by this action. These services will be funded by CORE Mental Health Funding. The action increases the contract maximum by $275,000 for a total of $1,775,00 for the period of July 1, 2022 through June 30, 2025. The amount of $275,000 is included in the HHSA adopted budget fiscal year 2022-23.
