Authorize the Registrar of Voters to open a new bank account to support the operations of the Youth Empowerment Summit and adopt resolution approving an account with the Yolo Community Foundation for the Election Office Youth Empowerment Summit (YES!) Program. (No general fund impact) (Salinas)

Recommended Action

  1. Authorize the Registrar of Voters to open a new account with the Yolo Community Foundation to support the operations of the Youth Empowerment Summit; and
     
  2. Adopt resolution approving an account with the Yolo Community Foundation for the Election Office Youth Empowerment Summit (YES!) Program.

Reason for Recommended Action/Background

Six years ago the County of Yolo, Elections Office established and successfully launched a national award-winning youth engagement program known as the Youth Empowerment Summit, or YES!.  Through this endeavor, local jurisdictions, community organizations, foundations, and private donors have contributed funds and other resources to operate this program that engages youth in their community and exposes them to the operations of local government, the importance of voting and being civically engaged locally.
 
The goal of the recommended action is to eventually raise enough money to endow the YES! program and reduce the need for annual fundraising and instead increase attention to the program itself.  Numerous government officials, elected officials and Assessor/Clerk-Recorder/Elections staff participate in providing their unique perspective into the paths available for youth to participate in and engage in our community.

In preparation for the future, the program wishes to establish an account with the Yolo Community Foundation where funds can be received from donors and help cover the operational cost of the YES! program, which can vary between $11,500 to $15,000 a year depending on the number of students attending the youth summit. This year the program will for the first time be held on a Friday at U.C. Davis, catapulting our expected attendance from 100 to 200 students.  The University is donating the space as their in-kind sponsorship of the program, which will take place on Friday, September 29.  We are currently working with education leaders across the county to ensure a strong student turnout at YES!  All participating students will be provided lunch, snacks and swag for attending and, if they are eligible to do so, encouraged to register to vote.  Moreover, they will experience a mock election and have an opportunity to meet with local elected officials to discuss important policy and civic engagement issues youth care about while also getting a campus tour before departing back to their high schools.

The Registrar of Voters has worked with the Department of Financial Services, County Counsel, and the Yolo Community Foundation to determine the best path forward.
