Adopt plans and specifications for the construction of the Knights Landing Community Park. (No general fund impact) (Pistochini)

The Knights Landing community is an unincorporated area in the northeastern part of the County and this community of 1,117 people does not have any neighborhood or community parks. The Yolo County 2030 General Plan establishes a service threshold of 5 acres of community park per 1,000 people in each unincorporated town. The Knights Landing Community Park is a proposed 7.26 acre park containing play structures, soccer fields, softball fields, public restrooms, gathering areas, and a shade structure for public use.  The underlying land is owned by the Woodland Joint Unified School District, who have agreed to lease the land to the County to build this park. The proposed park is located in the center of town, adjacent to the Science and Technology Academy, an elementary school.

Public Contract Code §20150.12 requires this Board to approve the plans and specifications for this project. Upon approval of the plans and specifications and the authorization by this Board today, the Procurement Division will advertise the project soliciting construction bids.  After the completion of the competitive solicitation process, staff will return to this Board with a recommendation of award and execution of the contract, along with taking any formal budget action required through a budget resolution. The fiscal impact section of the staff report describes planned funding sources to complete the project and the anticipated date for construction start is fall of 2023 with a projected opening in late spring 2024.

With today's adoption of the plans and specifications, which are on file with the Clerk of the Board, the Director of General Services, or designee, may move to the advertisement for construction bids. A CEQA (California Environmental Quality Act) notice of exemption was adopted by the Board of Supervisors on July 9, 2019 (Minute Order No. 19-97).  

The General Services Department collaborated with the County Administrator's Office, the Woodland Joint Unifed School District, the Knights Landing Community Services District, and the Knights Landing Fire Protection District.

The competitive solicitation process will commence upon the Board's adoption of the plans and specifications and the authorization of the Director of General Services, or designee, to advertise the construction bids.
