Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $217,444 from the California Governor's Office of Emergency Services for the DA's Elder Abuse Grant Program. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $217,444 from the California Governor's Office of Emergency Services for the DA's Elder Abuse Grant Program; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments and extensions.

Reason for Recommended Action/Background

The District Attorney's Office has been receiving the Elder Abuse Program grant since fiscal year 2018-19.

This grant provides advocacy to seniors and dependent adults who are vulnerable to fraudulent schemes and abuse while holding the perpetrators accountable.

This grant funds 2 limited term Victim Services Program Assistants (VSPA). The VSPA's work closely with Health and Human Service's Adult Protective Services (APS), ensuring more effective advocacy and support for victims as APS is the first responders to elder/dependent adult abuse. This partnership allows our VSPAs to make early contact with victims while maintaining contact throughout the criminal justice process.

Collaborations (including Board advisory groups and external partner agencies)

The District Attorney's Elder Abuse Grant Program collaborates with Health and Human Service's Adult Protective Services, Legal Services of Northern California, Yolo Healthy Aging Alliance, Local Law Enforcement Agencies, and Community-Based Organizations who work with the elderly and dependent adult population.

County Counsel has reviewed and signed the board resolution.

Grant funds were approved by the Board of Supervisors on 6/13/23 with the recommended budget. We budgeted $4,742 less than awarded and this is due to personnel changes. We will be able to expend these fund through the use of an extra help Victim Services Program Assistant.

Grant period is 1/1-12/31/23.
