Subject

Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office and Department of Community Services; adopt resolution providing for At-Will appointments to County positions; approve an accelerated merit step increase for an Assistant Supervisors' Deputy in the Board of Supervisor's Office; and approve to enter into a sideletter agreement with Stationary Engineers, Local 39 (General Unit). (No general fund impact) (Lara)

Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes in the County Administrator's Office and Department of Community Services; 
     
  2. Adopt resolution providing for At-Will appointments to County positions to add Director of Strategic Operations and remove Manager of Governmental Relations;
     
  3. Approve an accelerated merit step increase for an Assistant Supervisors' Deputy in the Board of Supervisor's Office from Step 4 to Step 5 for exceptional qualifications, effective July 30, 2023; and
     
  4. Approve to enter into a sideletter agreement with Stationary Engineers, Local 39 (General Unit) to provide Health and Human Services Agency employees working as Crisis Clinicians, a 10% differential effective July 2, 2023.

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.

Board approval of the attached Resolution providing for At-Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.

Human Resources recommends the Board approve the request from the Board of Supervisors to grant an accelerated merit step increase to Step 5 for Oliver Snow, upon his regular merit increase to step 4 in the class of Assistant Supervisor's Deputy, for exceptional qualifications, effective July 30, 2023. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Mr. Snow has mastered all tasks of the Assistant Deputy position and is performing well beyond expectations for an employee in this position. He works very hard, is extremely loyal to Yolo County and sets an example for others. This action will result in a 5% increase for the incumbent.

Human Resources recommends the approval of the attached sideletter agreement, to provide additional compensation to the Crisis Clinicians, who liaise with cities and towns in Yolo County to provide crisis intervention services to citizens in need. This is also a retention strategy for these specialized classification.
