Recommended Action

  1. Hold a public hearing to receive a staff presentation and accept public comment on the 2022 General Plan Annual Progress Report; and
     
  2. Direct staff to file the report with the State of California Office of Planning and Research and the State Department of Housing and Community Development, as required by State law.

Reason for Recommended Action/Background

The General Plan Annual Progress Report is a yearly summary of development trends, achievements, and progress on the implementation of General Plan Action Items. Section 65400 of the Government Code requires jurisdictions to submit these annual progress reports, with a special emphasis on housing and the County's success in meeting its share of regional needs, including the removal of government constraints for achieving these goals. Required reporting for housing construction completed in 2022 was submitted to the Office of Planning and Research, and State Departments of Housing and Community Development and Finance prior to the required April 1, 2023, deadline. 

Noteworthy updates in the 2022 General Plan Annual Progress Report include implementation of the Cannabis Land Use Ordinance, the kick-off for the Dunnigan Community Plan funded by a Sustainable Agricultural Lands Conservation (SALC) grant from California Department of Conservation, the opening of the renovated Yolo Branch Library, and completion of the County Road 40 bridge. Additionally, the County Landfill began operation of the In-Vessel Digester in 2022, and the Zoning Code was updated to streamline housing permits and clarify telecommunications and solar energy system requirements.

Development activity showed a strong recovery from the pandemic slow-down with 95 planning applications received and over 1,100 building permits issued. However, housing construction still lagged due to building material shortages and only five new dwelling units received final inspections, including a mobile home and four Accessory Dwelling Units (ADUs). With the increase in the median household income for a family of four from $92,500 in 2021 to $106,600 in 2022 by the California Department of Housing and Community Development, these new dwellings are classified as affordable to Low or Very Low Income residents. Despite the low number of dwellings completed in 2022, the County is still expected to meet the Regional Housing Needs Assessment obligation of 57 units by 2029 as the home building industry fully recovers. 

The Annual Progress Reports for 2019-2020 and 2021 are also attached to bring the County up to date for Annual Progress Report requirements.

The Department of Community Services Planning staff collaborated with the following departments and divisions for completion of the report: Community Services' Building, Public Works, Landfill, Natural Resources, and Fiscal Divisions; General Services; and Library.
