Recommended Action
- Accept as complete the In-Vessel Digester Electrical Control System (Yolo County Agreement No. 3862) at the Yolo County Central Landfill, constructed by Butterfield Electric, Inc.; and
- Authorize the Director of the Division of Integrated Waste Management to sign and record the Notice of Completion and pay the final estimate releasing retention.

Reason for Recommended Action/Background
California has a statewide goal to divert 75 percent of waste from landfills by 2025. In February 2007, the California Department of Resources Recycling and Recovery (CalRecycle) adopted Strategic Directive (SD) 6.1, which calls for a 50 percent reduction in the amount of organics being disposed in the landfills by 2020. Organic waste makes up approximately one third of the 35 million tons of waste that is currently landfilled in California. To aid in meeting these statewide goals, Assembly Bill (AB) 1826 was passed in September 2014 requiring businesses, including state agencies, which generate certain amounts of organic waste per week to have organic waste recycling programs on or after April 1, 2016. This bill was followed by Senate Bill 1383 which compliments AB 1826 but additionally provides requirements upon each jurisdiction to build capacity for organics waste diversion through the construction of infrastructure.
The Division of Integrated Waste Management (DIWM) designed an in-vessel digester (liquid digester) to further divert organic waste from landfill disposal and to generate methane for power production. The construction of the In-Vessel Digester – Electrical Control System is the final piece of the project to bring the In-Vessel Digester into full operation. This facility is now serving the region to help businesses and jurisdictions meet SB 1383 goals. The project was completed on July 12, 2023.

The Yolo County Building Division provided permit inspection and approved the completion of the building permit for this work.
Competitive Bid Process/Vendor Performance
This project was awarded through a competitive bidding process in accordance with State law. One bid was received for $1,258,123 from Butterfield Electric, Inc. This action will authorize the final payment due of $72,741.
