Reason for Recommended Action/Background
Staff recommends the Board approve the attached letter of support (Att. A) for ACA 1 (Aguiar-Curry), which would propose to voters a constitutional amendment to lower the necessary vote threshold from a two-thirds supermajority to 55 percent to approve local general obligation bonds and special taxes for affordable housing and public infrastructure projects. The 55 percent vote threshold, which is the same threshold as school district construction bonds, would give local governments a more realistic financing option to fund an increase in the supply of affordable housing, and to address the numerous local public infrastructure challenges cities, counties, and special districts are facing. The County has previously been supportive of this effort. California State Association of Counties (CSAC) and Rural County Representatives of California (RCRC) also support ACA 1.
