Reason for Recommended Action/Background

Assembly Bill 1056 (Statutes of 2015, Chapter 438) added additional priorities to Proposition 47 (Prop 47), a voter-approved initiative on the November 4, 2014 general election ballot, including housing-related assistance and community-based supportive services, such as job skills training, case management, and civil legal services, for those with a history of substance use disorder (SUD) and who have current or recent involvement with the justice system.

This agreement will allow the County to fund a fulltime Housing Specialist with Yolo County Children’s Alliance, who will work closely with other Community Based Organizations (CBOs) to provide Intensive Case Management (ICM) Services and Civil Legal Services in the Prop 47 Connections to Community, Assistance, Recovery, and Engagement (CARE) program.

The Housing Specialist will work closely with clients with a history of SUD and/or co-occurring disorders and current or recent involvement with the justice system to provide assistance locating stable housing, improving financial stability, and enrolling in health insurance. Together, the Housing Specialist and CBOs will provide Prop 47 program services with the goals of reducing recidivism, expanding access to SUD treatment, and increasing housing and economic stability.

Att. A. Agreement is a draft that has been approved by HHSA program representatives. In an effort to start services as quickly as possible, HHSA is requesting the approval to enter into this agreement with Yolo County Children’s Alliance and requesting the Board of Supervisors Chair to have authority to sign the resulting County Counsel approved agreement.

Competitive Bid Process/Vendor Performance

Request for Proposals (RFP) Service Requested:
On October 18, 2022, the County via the Department of General Services, Procurement Division (DGS-Procurement) issued a Request for Proposals (RFP) on behalf of the Health and Human Services Agency (HHSA) for case management, civil, legal and housing services. The solicitation was open through November 30, 2022. On October 25, 2022, DGS and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received 2 proposal(s) from this solicitation.  DGS reviewed the proposal for minimum requirements and 2 proposals were moved forward to the Review Committee, comprised of HHSA, DGS, and Yolo County District Attorney (DAC) staff.

The Review Committee evaluated the proposals and determined that the proposal submitted by Yolo County Children’s Alliance and CommuniCare Health Centers met all the required qualifications necessary to successfully provide these services.  On January 17, 2023, the County issued an Intent to Award letter.
