Reason for Recommended Action/Background

The Federal Emergency Management Agency (FEMA) and the California Governor's Office of Emergency Services (Cal OES) require all non-state agencies to submit a resolution specifying the public entity's designated agent in order to receive disaster assistance funding. The governing board is to designate an agent authorized to execute the necessary documents to obtain and administer the funding, as well as to provide the information, assurances, and agreements required for matters pertaining to Federal and/or State disaster assistance. This resolution is to be filed with the Cal OES for the purpose of obtaining certain federal financial assistance under Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act. This is a universal resolution and is effective for all open and future disasters for up to three years following the date of approval. Approval of this resolution will allow the County to apply for Federal and/or State financial assistance for allowable costs incurred as a result of a disaster event. The Board previously adopted this resolution on July 9, 2019 (Resolution 19-95), for a three-year term. In addition to disaster funding, the resolution will allow the County to apply for funding for hazard mitigation and flood mitigation assistance.
