Approve and authorize the Chair to execute the agreement with California Forensic Medical Group (CFMG - Wellpath, LLC) in the amount of $15,256,833.47 for the period of December 1, 2023 through June 30, 2026 for the provision of comprehensive medical services and professional behavioral health services to the detainees of the Yolo County. Approve and authorize the Chair to execute the agreement with California Forensic Medical Group (CFMG - Wellpath, LLC) in the amount of $15,256,833.47 for the period of December 1, 2023 through June 30, 2026 for the provision of comprehensive medical services and professional behavioral health services to the detainees of the Yolo County.

Adult detainees are housed at the Monroe Detention Center or Walter J. Leinberger Memorial Center. Both facilities are overseen by the Yolo County Sheriff’s Office. The current average population per year for the combined Adult Jail facilities is 285. 

The Monroe Detention Center
The Monroe Detention Center is the main jail for Yolo County. It is a medium/maximum security facility rated to house prisoners of virtually every security classification.
 
Walter J. Leinberger Memorial Center
The Leinberger Center is a minimum/medium security facility. Inmate workers are housed here along with inmates who are classified as appropriate for medium security dormitory style housing designed to house sentenced inmates who work in the jail facilities to reduce their jail time.

Juvenile Detention Facility (JCF)
The JDF provides detention services for purposes of public safety, and which meet the education, treatment and programming needs of youth adjudicated to detention. As advocates for these youth, the JDF provides a safe and healthy environment where youth have the opportunity for personal growth and development of life skills to build positive bridges to the community. The estimated average daily population for the JDF is 4 with a total of 54 bookings per fiscal year. 

In Fiscal Year 21-22, HHSA staff worked with CFMG to begin providing Medication Assisted Treatment (MAT) services in the jail. MAT services use FDA-approved medications, in combination with counseling and behavioral therapies, to treat substance use disorders as a medical disorder. The MAT program provides addiction treatment and recovery within correctional facilities. MAT provides opioid addiction and other substance use disorders in more than 70 correctional facilities. Funding for the MAT program is provided by the Yolo County Community Corrections Partnership (CCP).

Yolo County is mandated to provide effective and quality basic medical, dental, and behavioral health services to detainees of the Yolo County Jail and to youth of the Yolo County JDF. To continue to comply with federal and state mandates, Health and Human Services Agency (HHSA) along with the Probation Department and Sheriff’s Department request approval of this Agreement.

Due to the complexity of the services and negotiations, HHSA is requesting delegated authority to the Yolo County Board of Supervisor, Chair, to execute a new Agreement in an amount not to exceed $14,659,671.12 for the period of December 1, 2023 through June 30, 2026 to ensure continued compliance with federal and state regulations, and avoid any interruption in services to detainees while the new agreement is finalized and executed.

County Counsel will approve the Agreement as to form.
Department of General Services, Procurement Division

On March 2, 2023, the County via the Department of General Services, Procurement Division (DGS-Procurement) [formerly Department of Financial Services, Procurement Division], issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Jail and Juvenile Detention Facility Comprehensive Behavioral Health and Medical Services. The solicitation was open for 42 days, (6 weeks). On March 16, 2023, DGS and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received one proposal from this solicitation. DGS reviewed the proposal for minimum requirements and forwarded it to the Review Committee, comprised of one staff from Probation, one staff from Public Defender, two staff members from Sheriff, two staff members from HHSA and one Local Mental Health Board (LMHB) member.

The Review Committee evaluated the proposals and determined that the proposal submitted by California Forensic Medical Group (CFMG)- Wellpath met all the required qualifications necessary to successfully provide these services.  In May 2023, the County issued an Intent to Award letter.
