Recommended Action
- Approve first amendment to Agreement No. 22-276 with Professional Logistic Services, Inc. (PLS) to revise compensation for collection, transportation, servicing, and recycling of major appliances from the Yolo County Central Landfill and Esparto Convenience Center; and
- Authorize the Chair of the Board of Supervisors to sign the amendment.

Reason for Recommended Action/Background
The County currently accepts major appliances, such as washers, dryers, refrigerators, stoves, etc., at the Yolo County Central Landfill (YCCL) and Esparto Convenience Center (ECC) for proper recycling. Due to the composition of these appliances, a variety of hazardous waste, such as Freon, Polychlorinated Biphenyls (PCBs), oil, etc., must first be removed before the units can be recycled. PLS has provided these services to the County since January 2023.
Historically, appliances received at the ECC have been loaded in a roll-off bin and transported by a third-party vendor to the YCCL, where they were dumped and then serviced and/or reloaded into another bin or truck for final recycling. As this process of transportation and unloading at the YCCL could lead to damage to the appliances, making them harder to remove and recycle the hazardous waste, staff has worked with PLS to directly recycle the appliances received at the ECC through this amendment.
The attached amendment includes a $225 per load fee to compensate PLS due to the extended transport distance to service the ECC. This cost will be offset by the elimination of the cost the division pays currently to transport appliances to the YCCL and County labor to handle the appliances once they are received at the YCCL. As such, this change will not have an effect on the fees the division must charge to its customers.

Two other proposals were received from Campos Bros. and Schnitzer Steel; however, both were disqualified for failure to meet RFP requirements.

This agreement shall have no general fund impact. The Division of Integrated Waste Management (DIWM) collects a fee for appliances at the Yolo County Central Landfill and Esparto Transfer Station to cover the proper collection, transportation, servicing, and recycling of appliances. The division estimates that there will be no net increase in expenditures related to this change due to cost savings in other areas.
