Recommended Action
- Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections department and the County Administrator's Office; and
- Approve an accelerated merit step increase for the Director of Public Works Division in the Department of Community Services from Step 4 to Step 5 for exceptional qualifications.

Assessor/Clerk-Recorder/Elections - Reallocates one regular vacant full-time Principal Auditor-Appraiser to at-will Deputy Assessor in the Assessor's Office. The department’s efforts to fill the vacant Principal Auditor-Appraiser have been challenging, with only one viable candidate since the job was posted in July. Allowing this position to change from a Principal Auditor-Appraiser to a Deputy Assessor more appropriately puts the salary in line and competitive with the candidates the department is seeking. The duties of this position would be the valuation of all business property, fixtures, boats, and aircraft within the county (Unsecured Roll responsibility: $1.79B). Additionally, reallocates one regular vacant full-time Assessor Clerk-Recorder Assistant II to Vital Statistics Technician in the Clerk-Recorder's Office.
County Administrator - As per Board recommendation, provides for an equity salary increase of 10%, as a result of a market salary survey, effective July 2, 2023.
Human Resources recommends the Board approve the request from the Department of Community Services to grant an accelerated merit step increase to step 5 for Todd Riddiough (upon appointment to step 4) of Director of Public Works Division, for exceptional qualifications. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.
Todd Riddiough is being recommended to be appointed to the Director of Public Works Division position at step 5. Todd has earned this advanced step with over 27 years of professional public works engineering experience. Todd’s past work history includes almost nine years of experience at a water/wastewater consulting firm, nearly two years for a water district, and the past sixteen years for the Yolo County Public Works Division in the Department of Community Services. Todd started employment with Yolo County as a Senior Civil Engineer. He was promoted to Principal Civil Engineer in 2020. Todd has willingly served twice as the Interim Director of Public Works Division in 2022 and 2023 with combined experience totaling 6 months as Director of Public Works Division. During his professional experience at Yolo County, Todd has become a trusted member of the Department of Community Services leadership team. He is familiar with the vast road network, the county codes and General Plan, our various funding mechanisms, and overall budget. With his background and experience, he has the readiness to transition into the Director of Public Works Division position at full capacity at day one. This action will result in an additional 5% increase for the incumbent.
