Recommended Action
Approve ninth amendment to Agreement No. 18-132 with Yolo Wayfarer Center dba Fourth and Hope to add funding in the amount of $14,000 for 2022-23 for a new contract maximum of $5,378,534.16 for the period of July 1, 2018 through June 30, 2023 for the provision of providing substance use disorder (SUD) treatment and prevention services.

Reason for Recommended Action/Background
On May 8, 2018, the Board of Supervisors approved an agreement with the Department of Health Care Services (DHCS) to receive funding in the amount of $13,943,284 for the Drug Medi-Cal Organized Delivery System.
A formal competitive selection process was completed (see Competitive Selection details below) and Yolo Wayfarer Center was selected to provide substance use disorder treatment and prevention services.
On June 29, 2021 the Agreement added an additional scope of work for Adverse Childhood Experience Screenings (ACEs) which allows for screenings and assessments to obtain scores and cognitive assessment results from behavioral health clients who are simultaneously involved in the criminal justice system within Yolo County for the Data Driven Recovery Project (DDRP). The results from the screenings and assessments are converted into anonymized data and incorporated into a DDRP study funded by the Mental Health Services Oversight and Accountability Commission.
On June 23, 2020 the Board of Supervisors (BOS) approved the first amendment increasing FY 2019-20 funding and extending the term of the Agreement.
On June 29, 2021 the BOS approved the second amendment increasing FY 202-21 and FY 2021-22 funding.
On June 6, 2023 the BOS approved the eighth amendment increasing funding in FY 2022-23 due to a significant increase in participants accessing services.
The agreement has also been amended to shift fund, update rates, and clarify language.
Approval of this ninth amendment allows for additional funding in the amount of $14,000 for FY 2022-23. This additional funding is necessary to cover pending invoices from FY 2022-23. Opioid settlement funding is being used to increase this contract by $14,000 to cover the costs for recovery residence.
Performance Measures included in this Agreement are as follows:

HHSA confirms Yolo Wayfarer Center dba Fourth and Hope has performed satisfactorily under this agreement. There has been a 69% reduction in beneficiaries reporting a reduction of substance abuse and 100% reduction in incarceration days for residential services.

Competitive Bid Process/Vendor Performance
On February 26, 2018, HHSA issued a Request for Proposal (RFP) seeking contractors to provide Substance Use Disorder (SUD) Adult Continuum of Care services to eligible Yolo County residents.
HHSA received eight proposals from this solicitation. All proposals were evaluated, and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services:

HHSA confirms Yolo Wayfarer Center dba Fourth and Hope has performed satisfactorily under this agreement. Thus, pursuant to the authority provided to the County Procurement Manager as the County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business.

No general funds are required by this action. These services will be funded by Opioid Settlement Funding (pending approval of the budget resolution attached to Staff Report #13901 for CommuniCare OLE Adult SUD Agreement). The action increases the contract by $14,000 for a new contract maximum of $5,378,534.16 for the period of July1, 2018 through June 30, 2023. The amount of $14,000 will be added to the HHSA adopted budget for fiscal year 2023-24 (pending the approval of the budget resolution).
