Approve and authorize the Procurement Manager or designee to execute a new Agreement with Yolo Community Care Continuum for the provision of Adult Crisis Residential Services at Safe Harbor in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative in an amount not-to-exceed $3,230,250 for the period of January 1, 2024 through June 30, 2026. (No general fund impact) (Sullivan)

Recommended Action

  1. Approve and authorize the Procurement Manager or designee to execute a new Agreement with Yolo Community Care Continuum for the provision of Adult Crisis Residential Services at Safe Harbor in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative in an amount not-to-exceed $3,230,250 for the period of January 1, 2024 through June 30, 2026; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $1,292,100 per fiscal year for fiscal years 2026-27 and 2027-28 and 2) issue related option year notices. Please see Section III of Att. A. Agreement.

Reason for Recommended Action/Background

Crisis Residential Treatment Services means therapeutic or rehabilitative services provided in a non-institutional residential setting which provides a structured program as an alternative to hospitalization for beneficiaries experiencing an acute psychiatric episode or crisis who do not have medical complications requiring nursing care. The service includes a range of activities and services that support beneficiaries in their efforts to restore, maintain, and apply interpersonal and independent living skills, and to access community support systems. The service is available 24 hours a day, seven days a week. Service activities may include but are not limited to assessment, plan development, therapy, rehabilitation, collateral, and crisis intervention. HHSA has expanded the breadth of Crisis Residential Treatment in Yolo County by now have Short-Term beds (for stays of up to 4 days) for intensive crisis de-escalation services to the existing Longer-Term beds (for stays up to 30 days) for clients in need of prolonged interventions. This is part of HHSA’s efforts to adopt a version of the Crisis Now model.

On or about June 27, 2023, the County entered into a new 6-month Agreement with Yolo Community Care Continuum for the provision of adult crisis residential services at Safe Harbor in an amount of $400,000 for the period of July 1, 2023 through December 31, 2023 while the Request for Proposal (RFP) process was to be completed and a new vendor to be awarded. The agreement also included one 6-month optional extension through June 30, 2024, in an amount not-to-exceed $400,000.

Based on recommended guidance, HHSA has agreed to not exercise the optional extension as the RFP has been completed and Yolo Community Care Continuum was awarded. HHSA requests approval of this Delegated Authority item to enable the Procurement Manager to expedite the processing and approval of the new agreement to minimize any lapse in services.

Competitive Bid Process/Vendor Performance

On June 28, 2023, the County via the Department of General Services, Procurement Division (DGS-Procurement) [formerly Department of Financial Services, Procurement Division] issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Crisis Residential Services. The solicitation was open for 34 days, (just under 5 weeks). On July 11, 2023, DGS and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received 1 proposal from this solicitation. DGS reviewed the proposal for minimum requirements and moved it forward to the Review Committee, comprised of five (5) evaluators, 4 County Staff and 1 from outside of the County.

The Review Committee evaluated the proposal and determined that the proposal submitted by Yolo Community Care Continuum met all the required qualifications necessary to successfully provide these services.  On September 18, 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by a combination of Realignment and CORE Mental Health (CMH) funding. The total amount of this action is $3,230,250 for the period of January 1, 2024 through June 30, 2026. The amount of $646,050 is included in the HHSA adopted budget for FY 2023-24. The related funding will be included in the requested budget process for future fiscal years.
