Approve the Yolo County Commission to Address Homelessness change in bylaws concerning meeting schedule. (No general fund impact) (Sullivan)

Recommended Action

Approve the update to Yolo County Commission to Address Homelessness meeting schedule and update bylaws to reflect change where the Commission shall meet 6 times a calendar year but at least once every two months, and where special meetings may be held more frequently as called by the chairperson, or at the request of a majority of Commission members or HHSA.

Reason for Recommended Action/Background

The Commission to Address Homelessness consists of appointed representatives (current elected official) from each city and the county, along with representatives from the unincorporated areas, and the Homeless and Poverty Action Coalition (HPAC).

The purpose of the Commission is to work in collaboration with County government, City governments, philanthropy, business sector, community and faith-based organizations, and other interested stakeholders focusing on regional policy and implementation strategies, affordable housing development, data and gap analysis, best practice research, social policy, and systemic change to promote an effective response to homelessness within the County of Yolo. Acts as an advisory commission to City Councils, County Board of Supervisors and other organizational bodies as represented, having no independent authority to make decisions or act on matters such as legislation or lobbying. The commission fosters regional leadership that promotes resource development to address homelessness within the County of Yolo.

The recommended action to reduce the number of meetings scheduled from 12 to 6 times a calendar year is at the request of Commission members who are part of other boards which meet less frequently, and they find that reducing the number of meetings will allow for a more well-developed meeting and will help increase engagement, collaboration, and accountability. The current schedule of monthly meetings has led to low attendance resulting in no quorum to act on important initiatives.
