Reason for Recommended Action/Background
County staff have been working with representatives of the Yolo Spay and Neuter Group to identify a County-owned site for the organization to park their surgical RV and other trailers so they can provide low/no cost public spay and neuter services. The vacant lot south of the Bauer Building at the Health and Human Services campus off Cottonwood Street has been identified as the best available location, and gravel was recently put down to allow for vehicle parking; CAO staff is also working with the City of Woodland to provide water/wastewater utilities and with General Services to address power needs. Staff recommends the Board delegate authority to the County Administrative Officer or designee to enter into a licensing agreement with the Yolo Spay and Neuter Group to describe the terms by which the organization may park and utilize the site, an example of which is included as Att. A. The agreement template is based on other recent license agreements signed by the County, including with YoloArts and UC Davis.
