Recommended Action

Approve fourth amendment to Agreement No. 4165 with Yolo County Children’s Alliance to add funding in the amount of $2,423, for 2023, for a new contract maximum of $215,725, for the period of January 1, 2022, through December 31, 2023, for the provision of homeless services and emergency shelter services through the Community Services Block Grant (CSBG).

Reason for Recommended Action/Background

The Community Services Block Grant (CSBG) is funding administered by the federal government that is dedicated to assisting local communities combat poverty.

The CSBG assists the County to fulfill its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County's service area to achieve greater self-sufficiency by implementing priorities identified in the County's CSBG Community Action Plan.

These service areas are listed in order of priority as identified by a community needs assessment. Therefore, the County allocates the largest portion of the budget toward housing and homeless services.
  1. Housing and Homeless Services-- finding and keeping safe, decent and affordable housing. According to the results of the needs assessment, priorities within the housing and homeless services categories include housing navigation assistance, eviction prevention assistance such as help with paying rent and/or utilities, supportive services to assist persons maintain their permanent housing, and transitional/bridge housing.
  2. Employment Assistance-- assisting with employer engagement and recruitment, providing job placement assistance and skills training.
  3. Emergency Assistance-- meeting the immediate needs of food, shelter, clothing and protection from violence. Priorities within this category include emergency shelter beds for persons and families experiencing homelessness, meals for food insecure persons and families, as well as safety from crime and domestic violence.
  4. Education -- priorities within this category include providing adult education programs, English as second language classes, life skills training, literacy classes, career/technical education assistance, K-12 retention and persistence.
The County received additional CSBG funding in the amount of $3,721. The use of the funding was decided on by the Community Services Action Board (CSAB). The CSAB agreed to split the funding up between the two current providers currently receiving CSBG funds.

Competitive Bid Process/Vendor Performance

On September 22, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Community Services Block Grant (CSBG) Services to low-income residents. A Pre-Proposal conference was held on October 1, 2021, and the RFP was open for 37 days. HHSA received two proposal(s) from this solicitation. The proposals submitted by Yolo Wayfarer Center dba Fourth and Hope and Yolo County Children's Alliance were evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

HHSA confirms Yolo County Children’s Alliance has performed satisfactorily under this agreement. In the first six months of calendar year 2023, the provider had 68 individuals exit to permanent housing; 174 individuals increased their income or maintained their non-cash benefits, and 14 individuals increased their income.

No general funds are required by this action. These services will be funded by CSBG Regular funds. The action increases the contract maximum by $2,423 for a total of $215,725 for the period of January 1, 2022 through December 31, 2023. The amount of $2,423 is included in the HHSA Adopted budget for FY2022-23.
