Subject

Adopt Authorized Position and Salary Resolution to implement changes to a variety of Countywide classes as well as in the Assessor/Clerk-Recorder/Elections, Department of Community Services, Department of Financial Services, General Services, Health & Human Services Agency, Public Defender and Sheriff's Office; approve an accelerated merit step increase for a Health & Human Services Manager II in the Health & Human Services Agency Service Centers; and approve revised policy and procedure for IRS Background Investigation Requirements. (No general fund impact) (Lara)

Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes to a variety of Countywide classes as well as in the Assessor/Clerk-Recorder/Elections, Department of Community Services, Department of Financial Services, General Services, Health & Human Services Agency, Public Defender and Sheriff's Office;
     
  2. Approve an accelerated merit step increase for a Health & Human Services Manager II in the Health & Human Services Agency Service Centers from Step 3 to Step 4 for exceptional qualifications; and
     
  3. Approve revised policy and procedure for IRS Background Investigation Requirements regarding access to federal tax information.

Vital Statistics Technician - Reallocates one regular vacant full-time Assessor Clerk-Recorder Specialist II to Vital Statistics Technician.

Accountant II - Reallocates one (1) regular vacant full-time Senior Accounting Technician (#2918) to Accountant II to shift duties including our Indirect Rate Cost Proposal calculation (which we are currently two years behind), Fleet Services Admin Overhead calculation, and the Transportation Development Act calculation/claim for our Public Works Division.

Health & Human Services Agency - Community Health
Community Health Assistant II - Adds one new limited-term full-time Community Health Assistant II position for the Bike Ped Safety Program in Public Health. Converts one full-time Community Health Assistant II position from limited-term to regular for Infectious Disease Control. 
Outreach Specialist II - Adds one new limited-term full-time Outreach Specialist II position for the Bike Ped Safety Program in Public Health. Converts one full-time Outreach Specialist II position from limited-term to regular for MHSA, to provide suicide prevention and mental health first aid training. Reallocates one regular vacant full-time Community Health Assistant II to regular Outreach Specialist II for MCAH, to provide Case Management for Nurse Home Visiting Programs and CalWORKS Home Visiting Program.

Health & Human Services Agency Manager II - Reallocates one limited-term filled full-time HHSA Manager I to regular HHSA Manager II to oversee a wide array of Housing and Homelessness grants and revenues.
Health & Human Services Clinical Manager - Reallocates one regular vacant full-time Health and Human Services Manager II to Health and Human Services Clinical Manager in Behavioral Health Quality Management to oversee all aspects of the Medicaid Prepaid Inpatient Health Plan (PIHP).

Accelerated Merit Step Increase
Human Resources recommends the Board approve the request from the Health & Human Services Agency to grant an accelerated merit step increase to step 4 (upon placement to step 3 as a result of annual merit increase) for Erica Johnson, Health & Human Services Manager II, for exceptional qualifications. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. During this past rating period, Erica continued to cover for the vacant Business Services Program Coordinator role she previously held and covered for the Welfare-to-Work team when her peer retired unexpectedly this summer. Both roles were Erica’s responsibilities in addition to her regular team that she continued to manage. She’s done a great job of still completing her goals and supporting all the staff she manages.  This action will result in an additional 5% increase for the incumbent.

Child Support employees with Access to Federal Tax Information have traditionally been subjected to more stringent background investigations. Recently, the California Department of Child Support Services provided a policy letter based on an update to IRS Publication 1075 that alleviates the responsibility to conduct background investigations for individuals who have been in the State of California for the last five years.
