Recommended Action

Receive update on the 2023 California legislative session and consider the proposed 2024 Intergovernmental Advocacy Policy and Advocacy Priorities for Yolo County.

Reason for Recommended Action/Background

The County took positions on 7 bills in the 2023 legislative session. Attached is a report detailing the outcome of those bills (Att. A).

Staff has conferred with department heads on recommended updates to the County’s Advocacy Policies (Att. B and C). Proposed updates were more extensive than in prior years, reflecting emerging issues and other policy changes. Below are the 2023 Priorities and status updates:

Monitor funding programs and allocations included within the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to receive a fair share of funding to address critical infrastructure and public service needs, particularly in disadvantaged communities Staff continues to work closely with our federal advocate to monitor grant opportunities. The County also recently retained a grant-writing consultant who will assist in identifying and writing grants for all departments.
In conjunction with CSAC and other partners, advocate to ensure a long-term sustainable funding source for forthcoming CARE Court service mandates
 
Staff will continue to monitor CARE Court implementation and other recent policy changes, such as SB 43, to ensure long-term sustainable funding.
 
For 2024, staff is recommending the following Legislative Priorities:
  • Proactively engage on state budget issues to protect county revenue streams and prevent cost-shifting and/or unfunded mandates from the state
  • Analyze emerging industry trends and take necessary actions to ensure Yolo County receives the appropriate share of Bradley-Burns sales tax

The 2024 Intergovernmental Advocacy Policy and Advocacy Priorities were previously approved by the Board Legislative Ad Hoc Subcommittee.
