Recommended Action
- Approve first amendment to Agreement No. 1546 with SCI, Inc. increasing the maximum compensation by $57,555 for a revised maximum compensation amount of $354,027, and extending the term of the agreement by two (2) years through June 30, 2025 to develop engineers' reports and perform Proposition 218 elections for willing fire protection districts (Attachment A), and
- Authorize the Manager of Procurement to execute the first amendment.

Reason for Recommended Action/Background
In May 2022, the County entered into an agreement with SCI Consulting to develop engineers' reports and perform Proposition 218 elections for willing fire protection districts (Att. C). The request for proposals was issued on January 4, 2022, and closed on January 18, 2022. The scope of work agreed to totaled $296,472 and included planning, compilation of engineers' reports, and balloting for all 15 rural fire protection districts. The initial scope also included community outreach and polling/surveying support for districts that expressed support for those services during contract development: Clarksburg, Dunnigan, East Davis, Esparto, Willow Oak, and Winters. This effort was supported by a $300,000 allocation from cannabis tax revenues.

The following districts are expected to undertake Proposition 218 elections over the summer of 2024:
- Clarksburg FPD
- Knights Landing FPD
- Winters FPD
- Yolo FPD
All of these districts have expressed the desire for community outreach and polling services in support of their impending Proposition 218 elections. At the December 6, 2022, Board meeting, the Board set aside $50,000 of a $550,000 general fund allocation for fire sustainability to provide additional outreach and/or polling for willing fire protection districts (Item #51). The recommended action would increase the maximum compensation to allow all willing fire protection districts to utilize the vendor for community outreach and polling services while keeping the new contract maximum of $354,027 substantially within conformance with the funding allocated by the Board ($300,000 in cannabis tax revenue plus $50,000 in fire sustainability set-aside). Note: Zamora Fire Protection District has declined to participate in this effort. Exhibit B-1 to the amendment (Att. B to this staff report) reflects the reallocation of funds that were previously assigned to Zamora.
