Adopt Authorized Position and Salary Resolution to implement changes in the Department of Community Services, County Administrator's Office, and Department of Financial Services; and appoint the Risk Manager/Safety Officer as the County alternate to the Board of Directors of the Yolo County Public Agency Risk Management Insurance Authority (YCPARMIA). Recommended Action
- Adopt Authorized Position and Salary Resolution to implement changes in the Department of Community Services, County Administrator's Office and Department of Financial Services; and
- Appoint the Risk Manager/Safety Officer, Herbert Lester, as the County alternate to the Board of Directors of YCPARMIA.

Position(s): Director of Community Services
Current Year Fiscal Impact: $4,380
Annual Fiscal Impact: $22,785

Explanation: Increases the salary by 10% to provide an equity adjustment as a result of additional duties from the Animal Services division moving from the Sheriff’s Office to the Department of Community Services.

Explanation: Establishes new class and salary range. Reallocates one (1) filled at-will full-time position from Executive Assistant, County Administrator (#2679) to County Administrator’s Office Administrative Services Manager, which provides a 21% salary increase from top step of current classification to first step of new classification and reclassifies the current incumbent. This is a promotional advancement providing the incumbent with a 33% increase from current salary.

The County's primary seat on the YCPARMIA Board of Directors is currently County Counsel. In consultation with the County Administrator and the current County Counsel, Phil Pogledich, staff recommends that the Board of Supervisors appoint the Risk Manager/Safety Officer as its alternate representative on the YCPARMIA Board. Article 8 of the YCPARMIA Joint Powers Authority agreement describes the requirements for appointing representatives to the YCPARMIA Board. It specifies that the primary representative should be the person responsible for the risk management function of the appointing agency.
