Recommended Action
- Approve second amendment to Agreement No. 23-163 with Victor Community Support Services to extend the term of the Agreement through June 30, 2025, add funding in the amount of $500,000 for a new contract maximum of $1,000,000; and add one optional extension for 2025-26 for the provision of K-12 School Partnership services to the Woodland Joint Unified School District in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM); and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extension up to $500,000 for fiscal year 2025-26 and 2) issue related option year notices. Please see Section III. of Att. A. Second Amendment.

Reason for Recommended Action/Background
On or about March 28, 2023, the County issued formal request for proposal (RFP) Yolo County K-12 School Partnership Services for Woodland Joint Unified School District. (See details in the Competitive Bid Process section, below.) The Yolo County K-12 School Partnership Program works to expand the historically more limited array of services and supports available to students and to integrate mental health services into the school systems by utilizing an integrated systems model and multi-tiered systems of support. The goal of this integrated approach is to blend resources, training, systems, data, and practices to improve outcomes for all children and youth. The program also emphasizes prevention, early identification, and intervention of the social, emotional, and behavior needs of students, as well as supports outcomes around preventing the development of mental health challenges in children of all ages, improved linkages to mental health services for children and their families, improved mental health wellness, school engagement, and personal, social, and community stability. The primary goal is to ensure that all school-age youth in Yolo County can access mental health services in a safe, comfortable environment that is familiar to them through an improved school-based service delivery system.
California Advancing and Innovating Medi-Cal (CalAIM) Initiative
In January 2022, California Department of Health Care Services (DHCS) rolled out the CalAIM initiative aimed to provide broad delivery system program and payment reform across the Medi-Cal system. The goal was transformation of the Medi-Cal delivery system, moving it towards a population health approach that prioritizes prevention and whole person care. Focus shifted from compliance to quality and performance metrics. Specialty Mental Health Services (SMHS) requirements and policies pursuant to the CalAIM initiative were updated, and as a result of these updates, the County was required to revise the terms and conditions in the provider agreements for these services. In preparation for this system wide change, the County worked closely with CalMHSA who provided the County and other SMHS Medi-Cal counties with technical assistance around the CalAIM initiative. The County received new boilerplate templates from CalMHSA for both DMC/SUD treatment services and SMHS Medi-Cal services that included updated programmatic regulatory requirements and updated billing/claiming requirements.
On or about June 27, 2023, the County and Victor Community Support Services entered into a one-year agreement for the provision of K-12 School Partnership services to the Woodland Joint Unified School District in an amount of $500,000 for the period of July 1, 2023 through June 30, 2024.
HHSA requests approval of this second amendment which extends the term of the Agreement through June 30, 2025; adds funding for 2024-25 and adds one optional extension for 2025-26.
Performance Measures
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures)
HHSA confirms that Victor Community Support Services has performed satisfactorily under this agreement. Victor Community Support Services has provided staffing in accordance to Woodland Joint Unified School District’s requested services and has been available to accept all referrals from the District. Victor Community Support Services has provided HHSA with quarterly RBA reports that are satisfactory, additionally providing detailed MHSA Demographic reports and MHSSA data reports in compliance with the grant funder for this project.

Competitive Bid Process/Vendor Performance
On March 28, 2023, the County issued a competitive solicitation via the RFP for Yolo County K-12 School Partnership Services for Woodland Joint Unified School District. The solicitation was open for 5 weeks. On April 4, 2023, General Services Department, Procurement Division (GSD) and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received 2 proposal(s) from this solicitation. The County reviewed the proposals for minimum requirements and 2 proposals were moved forward to the Review Committee, comprised of one (1) HHSA staff, one (1) HHSA technical expert and two (2) community stakeholders.
The Review Committee evaluated the proposals and determined that the proposal submitted by Victor Community Support Services met all the required qualifications necessary to successfully provide these services. In May 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA) and Mental Health Student Services Act (MHSSA) funding. The action increases the contract maximum by $500,000 for a total of $1,000,000 for the period of July 1, 2023 through June 30, 2025. The amount of $500,000 is included in the HHSA recommended budget fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed the amount of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS ($1,500,000), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
