Recommended Action

  1. Approve agreement with The Regents of the University of California for Cooperative Extension Multi-County Partnership, from July 1, 2024, through June 30, 2029, with a first-year amount of $345,000; as renewal participation in the University of California Cooperative Extension (UCCE) programs administered under prior UCCE Multi-County Partnership Agreement No. 14-17; and
     
  2. Delegate authority to the County Administrator to sign the agreement

Reason for Recommended Action/Background

For nearly 100 years, the University of California and the Counties of Solano, Sacramento and Yolo (Counties) have collaborated to provide locally-based research and education programs in the areas of agriculture, horticulture, natural resource management, nutrition, family consumer science and youth development.  Since July 2014, the University's Division of Agriculture and Natural Resources (ANR) and the above-named Counties, have joined together to fund and operate the Capitol Corridor Multi-County Partnership (MCP) as the joint agency providing support of the University of California Cooperative Extension (UCCE) programs. County Agreement No. 14-17 was approved on 2/24/2014 as a framework for the first 10 years of this program. To ensure the continuation of the program a new 5-year agreement with an additional potential 5-year extension is proposed keeping the same level of commitment for all parties.

The MCP will be governed by a County Leadership Advisory Committee with three representatives from each County, one CAO or designee, one Board member and the Agricultural Commissioner. This committee determines program development and operating budget. Program offerings have increased over the years of the operation of the MCP with Counties contributing 9% of the overall budget and ANR contributing 60% of the cost of the programs. The balance of funding is achieved through grants and in-kind contributions.

Staff recommends approval of the new agreement to continue the program for an additional five years.
