Reason for Recommended Action/Background

The County of Yolo Emergency Operations Plan (EOP) establishes an emergency management organization and provides guidelines for the County's response to major incidents. It does not cover every possible scenario but focuses on major incidents in general. The County initiated the EOP update process in 2023. The EOP outlines the County's planned response to extraordinary emergencies caused by natural, technological, and human factors that are within and affecting the County of Yolo. This plan is the primary guide for the County's response to, management of, and recovery from actual or potential emergencies and disasters within its designated geographic boundaries.

The Emergency Operations Plan (EOP) aligns with California's Standardized Emergency Management Systems (SEMS), the National Incident Management System (NIMS), California Assembly Bill 2386 (CA-AB 2386), the standards of the Emergency Management Accreditation Program (EMAP), and the Federal Emergency Management Agency's (FEMA) standards on EOP organization for local jurisdictions. It establishes an emergency management organization, outlines the roles and responsibilities of government organizations, and provides a connection to locate State, Federal, and private organizations and resources that may be activated to address and support disasters and emergencies in Yolo County.
