Adopt Authorized Position and Salary Resolution to implement changes already approved by the Board for recommended budget in the County Administrator's Office, Department of Community Services, District Attorney's Office, Department of Financial Services, Health & Human Services Agency, and Regional Child Support Agency; adopt Authorized Position and Salary Resolution to implement changes in Health and Human Services Agency; approve a Cost of Living Adjustment of 3% for unrepresented employees effective June 30, 2024; approve an accelerated merit step increase for an Accountant I in the Sheriff's Office; and adopt and authorize the Chair to sign the CalPERS Resolution delegating authority to make disability retirement determinations to the County Administrator and Director of Human Resources. Recommended Action
- Adopt Position and Salary Resolution to implement changes approved by the Board for recommended budget in the County Administrator's Office, Department of Community Services, District Attorney's Office, Department of Financial Services, Health & Human Services Agency, and Regional Child Support Agency;
- Adopt Position and Salary Resolution to implement changes in Health and Human Services Agency;
- Approve a Cost of Living Adjustment of 3% for unrepresented employees effective June 30, 2024;
- Approve an accelerated merit step increase for an Accountant I in the Sheriff's Office, from Step 2 to Step 3 for outstanding performance, effective May 19, 2024; and
- Adopt and authorize the Chair to sign the CalPERS Resolution delegating authority to make disability retirement determinations to the County Administrator and Director of Human Resources.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution - Recommended Budget. Actions were approved by the Board at the June 11, 2024 meeting as part of the recommended budget.
See Attachment B for changes to the Authorized Position and Salary Resolution (non-budget related items).
Staff recommends the approval of a Cost of Living Adjustment of 3%, effective June 30, 2024, for unrepresented employees, excluding elected officials and contract employees, to ensure parity with represented groups.
Human Resources recommends the Board approve the request from the Sheriff's Office to grant an accelerated merit step increase to Step 3 for Kaanan Goradia, upon her regular merit increase to Step 2 in the class of Accountant I, for outstanding performance, effective May 19, 2024. The Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. Ms. Goradia has been with the Sheriff's Office for 7 months and passed her probationary period excellently. She has successfully completed training on payroll, invoice entry, purchase order processing and is performing her functions and duties at a remarkable level. This action will result in an additional 5% increase for the incumbent.
CalPERS requires local agencies to have a resolution on file that identifies the individual(s) responsible for making industrial disability retirement determinations for local safety employees who are injured on the job and unable to return to work in any capacity in the County. The recommended action updates the "Delegation of Authority" to the County Administrator and Director of Human Resources. See Attachment C for resolution.
