Reason for Recommended Action/Background

On April 10, 2012, the Board approved a Joint Exercise of Powers Agreement (JEPA) for Public Health Laboratory Services between the counties of Napa, Solano, and Yolo. On July 1, 2013, the JEPA was amended to add Marin County as a party to the agreement. On July 1, 2021, the JEPA was further amended to add Mendocino County as a party to the agreement.

The current JEPA will expire June 30, 2024. HHSA is requesting the approval of a new Joint Exercise of Powers Agreement for Public Health Laboratory Services between the counties of Napa, Solano, Marin, and Yolo so that laboratory services can continue for future fiscal years.

Having a JEPA in place benefits Yolo County by providing affordable public health laboratory services. The regional public health laboratory established by this JEPA provides a core public health service for Yolo County residents by offering specialized infectious disease testing not readily available in clinical laboratories. This includes testing for tuberculosis, avian influenza, measles, pertussis, antibiotic-resistant organisms, chlamydia, and bacteria and parasites causing diarrheal illness, among others.

No general funds are required by this action. These services will be funded by Public Health Realignment. The total amount of this action is $235,565.40 per year for the period of July 1, 2024 through June 30, 2027. The amount of $235,565.40 is included in the HHSA Recommended Budget for fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.
