Recommended Action

Reason for Recommended Action/Background
The Drop-In Navigation Center program provides screening, assessments and case management to individuals seeking mental health care in Yolo County. The purpose of the program is to augment those services currently provided by Yolo County Health & Human Services Mental Health clinics, effectively expanding access to both specialty mental health and substance use care through increasing engagement and effective navigation of individuals in need of behavioral health services. In addition, this program assists to reduce and prevent homelessness, involvement in the criminal justice system, psychiatric hospital admissions and length of stays through encouraging individuals to link with care appropriate to their needs.
The community-based Drop-In Navigation Centers serve Yolo County Adults ages 18 and older. The Centers provide a central location and staff to support three types of consumers:
The community-based Drop-In Navigation Centers serve Yolo County Adults ages 18 and older. The Centers provide a central location and staff to support three types of consumers:
- Those with mental health conditions who are not currently accessing services.
- Those who have recently been released from jail, hospitals, or other institutions and are not currently accessing services.
- Those consumers whose mental health may be currently well managed and stable, but who are experiencing instability due to underlying challenges with basic needs such as housing, food or employment.
On or about March 12, 2024, the County entered into an Agreement with CommuniCare OLE with a term of April 1, 2024 through June 30, 2026 for a total contact maximum of $2,033,224. The agreement included 2 optional extensions for 2026-27 and 2027-28.
Due to budget reductions and reduced MHSA funding, HHSA needs to reduce current year funding and end agreements early. HHSA request approval of this amendment which reduces funding for 2024-25, removes funding for 2025-26 and ends the agreement on July 31, 2024.

Competitive Bid Process/Vendor Performance
On October 5, 2023, the County via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Community Based Navigation Center Services. The solicitation was open for 35 days or 5 weeks. On October 17, 2023, GSD and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received one proposal from this solicitation. GSD reviewed the proposal for minimum requirements and forwarded to the Review Committee, comprised of 2 HHSA Staff and 1 Community Member.
The Review Committee evaluated the proposals and determined that the proposal submitted by OLE Health dba CommuniCare OLE met all the required qualifications necessary to successfully provide these services. On December 12, 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by MHSA. The total amount of this action decreases funding in the amount of $1,742,618 by reducing funding in 2024-25 by $810,143 and removing funding for 2025-26. The Agreement will have a revised term of April 1, 2024 through July 31, 2024. The reduced amount of $810,143 is included in the HHSA recommended budget for fiscal year 2024-25.
