Recommended Action
Approve amendment to Amended and Restated Agreement No. 18-103 (dated March 22, 2022; Yolo County Agreement No. 22-54) with Specialized Utility Services Program, Inc. (SUSP) to increase the contract amount by $161,332.04 for additional expenses incurred between June 7, 2023 and June 6, 2024 for operation and maintenance of the Wild Wings community water supply & distribution and wastewater recycling facilities (Att. A).

Reason for Recommended Action/Background
The Wild Wings County Service Area (CSA) provides water and sewer service to 338 homes in the subdivision, and operates a golf course that is irrigated with tertiary treated effluent and raw water. As a result, the CSA is responsible for the operation and maintenance of its water and wastewater systems. Experienced and certified personnel are required to operate these systems in compliance with California State Water Resources Control Board requirements. Specialized Utility Services Program, Inc. is the current operator and has operated the Wild Wings system since 2018.
The proposed amendment to Amended and Restated Agreement No. 18-103 (dated March 22, 2022) with Specialized Utility Services Program, Inc. is for the processing of payments on invoices incurred during the June 7, 2023, through June 6, 2024, contract period. The amendment would increase the contract total amount from $3,828,557.40 to $3,989,889.44. The need for the increase arises from higher-than-anticipated expenses, such as equipment repair and/or replacement, sludge disposal and hauling costs, and treatment plant improvements.
The increased contract expenses are to be paid out of the Wild Wings water and wastewater funds. There is no impact to the general fund from this action.
