Recommended Action

  1. Approve a Memorandum of Understanding between the County of Yolo and the City of Winters relating to the SR-128/I-505 Interchange/Russell Blvd Active Transportation Improvements Project; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the MOU.

Reason for Recommended Action/Background

The City of Winters (City) has been working on the Project Approval & Environmental Document stage (PA&ED) of the SR-128/I-505 Interchange/Russell Blvd Active Transportation Improvements Project (Project). In January 2023, the City was notified of a $2 million federal earmark secured through Congressman Garamendi for the Project.

The Project will construct approximately 1.3 miles of a separated Class I multi-use path, a pedestrian overcrossing over the SR-128/I-505 interchange, and multiple bicycle and pedestrian safety countermeasures throughout to provide a continuous and safe active transportation facility between the City of Winters and the El Rio Villas community.

The City has requested that the County take over the design and construction of the Project following completion of PA&ED, expected by December 31, 2024, as the City does not have enough engineering staff to handle the subsequent design, right-of-way, and construction phases of the Project.

The County has agreed to take over the Project following completion of PA&ED, assuming the County will be able to receive the balance of the $2 million of federal earmark funding remaining to reimburse the County for its services (expected balance available for transfer to the County is $1.75 million).  The remaining funding is expected to provide enough funding to cover design and right-of-way expenses for the Project.  Caltrans, in collaboration with the City and County, submitted a grant application for the Active Transportation Program – Cycle 7 opportunity on June 17, 2024, requesting construction funding for the Project (estimated around $15 million).

The City and County desire to enter into this MOU (Attachment A) to establish the respective obligations for transferring Project obligations and remaining earmark funding to the County to complete the design, right-of-way, and construction phases of the Project.

The City received $2 million of federal earmark funding secured through Congressman Garamendi for the Project. With this MOU, the County will be able to receive the balance of the $2 million earmark funding remaining after the PA&ED phase, to reimburse the County for its services to advance the Project to construction (expected balance to be $1.75 million).
