Reason for Recommended Action/Background
Background
On July 25, 2023, the Board of Supervisors received an update on the American Rescue Plan (ARP) and a set of recommendations from staff for the use of remaining funding. At that time, staff recommended setting aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBO) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000.
A brief description of the funding proposal follows:

First 5 Yolo
This agreement would provide $10,000 from District 2 and $20,000 from District 4 for First 5 Yolo's Welcome Baby program. With successful implementation of the Welcome Baby Pilot, supported through investment from the Yolo County Board of Supervisors, First 5 Yolo is actively engaged in sustainability efforts and more fully integrating the pilot under The CHILD Project: Road to Resilience. Through fiscal year 2024-2025, these two programs will be fully integrated under the new name Welcome Baby: Road to Resilience. ARP Funds will be used to support the long-term sustainability planning, capacity building, and planning to position the agency to bill Medi-Cal for eligible services in the program, which will offset costs and support long-term sustainability.
New Hope Community Development Corporation
This agreement would provide $10,000 from District 2 for New Hope Community Development Corporation LLC. New Hope is in place to support affordable housing in Yolo County, including the project Yolo County Housing is directly involved in, such as this playground. One of the unmet needs for several years has been replacing the playground for the children who live at El Rio Villas after it had to be torn down due to safety issues several years ago. There is a $10,000 gap to assure that the playground has a shade structure included, which is very important with our increasingly hot summers. The El Rio Villas residents are a vital part of the Winters community, and this new playground structure will benefit the health and wellness of these valued community members. On March 12, 2024, the Yolo County Board of Supervisors approved a $50,000 award from the American Rescue Plan (ARP) Community Benefit Grant. The award was granted from District 2 to help match HUD funding and contributions from other sources in order to fund a playground for the children living at El Rio Villa.
Recommended Action
Staff is requesting authority to complete and sign the agreements with the named organizations in the amounts described above. The agreement will utilize the language shown in Att. A. Agreement Template.

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. County Counsel and the Department of Financial Services reviewed and approved the benefit agreement language in Att. A. Agreement Template.
Competitive Bid Process/Vendor Performance
The respective Supervisors' District staff review potential beneficiaries of the available ARP funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete and sign the agreement in advance of any funding disbursement.

Further explanation as needed:
No general fund impact will occur with the approval of this item. The Board allocated $750,000 in American Rescue Plan funding to the Community Benefit Equal Allocation Plan on July 25, 2023. On June 4, 2024, the Board increased funding by another $125,000. The total amount budgeted is $875,000, of which $40,000 will be utilized to fund these grant benefits.
