Approve American Rescue Plan (ARP) Community Benefit Grant proposal for Yolo Food Bank for the Cultivo program for $20,000 and Yolo Healthy Aging Alliance (YHAA) for $5,000, totaling $25,000; delegate authority to staff to enter into the necessary agreements, and delegate authority to the Manager of Procurement to sign the agreements. (No general fund impact) (Pinedo/Espitia)

Recommended Action

  1. Approve agreement with Yolo Food Bank to support Cultivo program in the greater Winters area for $20,000;
     
  2. Approve agreement with Yolo Healthy Aging Alliance to support their annual fundraiser gala for $5,000;
     
  3. Delegate authority to staff to complete the agreements; and
     
  4. Delegate authority to the Manager of Procurement to sign the agreements.

Reason for Recommended Action/Background

Background
On July 25, 2023, the Board of Supervisors received an update on the American Rescue Plan (ARP) and a set of recommendations from staff for the use of remaining funding. At that time, staff recommended setting aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBO) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000. 

A brief description of the funding proposal follows: 

Yolo Food Bank
This agreement would provide $20,000 from District 2 for Yolo Food Bank. A $20,000 investment in "Cultivo" in the Greater Winters Area will enable Yolo Food Bank to host four distributions for agricultural workers – two where they live and two where they work. These distributions will begin in October or November of 2024. Not only will this approach be effective in hosting distributions conveniently located to reach them where they’re at, but we will also use this as an opportunity to educate households about how to access the Yolo Food Bank’s regularly scheduled distributions. In addition, Yolo Food Bank will be distributing additional basic needs resources from the following organizations: CommuniCare + OLE, Meals on Wheels Yolo County, and Yolo Health and Human Services Agency.

Yolo Healthy Aging Alliance
This agreement would provide $5,000 from District 4 to Yolo Healthy Aging Alliance (YHAA). This year’s annual Celebration/Fundraiser event will be held on Sunday, September 29, 2024 from 4 pm to 6 pm at Galileo Place in Davis. The theme will be: Celebrating Aging. “The best tunes are played on an old fiddle.” YHAA food security program that distributes food to older adults at congregate sites throughout Yolo County. The food security program supports the following:
  • Hot and cold meals to approximately 415 Yolo County unduplicated older adults each month in Davis, Winters, Woodland, Esparto and Knights Landing
  • Nutritional education
  • Case management outreach and navigation
  • Reduce older adult isolation
Recommended Action
Staff is requesting authority to complete and sign the agreements with the named organizations in the amounts described above. The agreement will utilize the language shown in Att. A. Agreement Template.

Collaborations (including Board advisory groups and external partner agencies)

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. County Counsel and the Department of Financial Services reviewed and approved the benefit agreement language in Att. A. Agreement Template.

Competitive Bid Process/Vendor Performance

The respective Supervisors' District staff review potential beneficiaries of the available ARP funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete and sign the agreement in advance of any funding disbursement.

No general fund impact will occur with the approval of this item. The Board allocated $750,000 in American Rescue Plan funding to the Community Benefit Equal Allocation Plan on July 25, 2023. On June 4, 2024, the Board increased funding by another $125,000. The total amount budgeted is $875,000, of which $25,000 will be utilized to fund these grant benefits.
