Recommended Action

  1. Receive an update on the Roadmap to the Future from the Yolo County Office of Education; and
     
  2. Consider approval of $650,000 from the American Rescue Plan Children, Youth and Family Priority Category for early implementation projects; and
     
  3. Direct the County Administrator’s Office and YCOE staff to develop a proposal for allocating the remaining $1.95 million in priority funding under the American Rescue Plan Children, Youth, and Family Priority Category and return to the Board by the December 3, 2024 meeting.

Roadmap to the Future Update

In February 2022, Yolo County executed a $200,000 contract with the Yolo County Office of Education (YCOE) to serve as the lead agency for the Roadmap to the Future, a countywide initiative to achieve the vision that every child born in, cared for, and educated in Yolo County has an advantage because of the community’s response to their developmental needs. On December 5, 2023, the Yolo County Board of Supervisors approved YCOE’s request to use an additional $250,000 of the $2.2M set aside, leaving the remaining balance of $1.95M in priority funding under the American Rescue Plan Children, Youth, and Family Priority Category.

In all, the Roadmap to the Future secured $732,500 in a joint funding strategy, which included fiscal support from Yolo County, YCOE, Davis Joint Unified School District, Esparto Unified School District, Washington Unified School District, Winters Joint Unified School District, Woodland Joint Unified School District, City of Davis, City of West Sacramento, City of Winters, City of Woodland, and UC Berkeley.

The funding secured allowed YCOE to complete Phase 1 and Phase 2 of the Roadmap to the Future initiative.

Phase 1 of the Roadmap of the Future was dedicated towards completing the first-ever collection and mapping of community assets and services data to provide information about the existing system of support for children, youth, and families in Yolo County. The phase resulted in a database and list of community assets and services by Supervisorial District, informed by ten community engagement sessions (two in each Supervisorial District). To complete Phase 1, YCOE worked with Concordia LLC, 211 Yolo, and Yolo County’s Geographical Information System (GIS) team.

Phase 2 of the Roadmap of the Future was the completion of a countywide needs assessment, marking the first time an organization has identified and described the countywide needs to support the healthy development of children, youth, and families in Yolo County, as well as specific needs for each Supervisorial District. The findings, needs, and actions from the needs assessment will guide the development of a long-term strategic plan to fulfill the Roadmap to the Future mission, which is to develop, implement, and consistently evaluate a long-term plan to help effectively coordinate and improve the community assets and services children, youth and families in Yolo County need to thrive. The needs assessment revealed a significant need to invest in Yolo County’s collaboration and engagement infrastructure – both to improve current information about existing community assets and services and to help residents access community assets and services.

With the completion of Phase 1 and Phase 2 of the Roadmap to the Future, YCOE, and Yolo County are looking to initiate Phase 3 to develop and implement a long-term plan to effectively coordinate and improve the community assets and services children, youth, and families in Yolo County need to thrive.

Early Implementation Projects
Upon completion of the Roadmap to the Future, the County Administrator’s Office and YCOE met to review the needs assessment and its findings, needs, and actions. The Yolo County Board of Supervisors set aside $2.2 million in American Rescue Plan funds in 2022 to fund priority needs identified in the needs assessment.

The team has recommended a three-tier funding strategy for the remaining ARP funding: 1) fund early implementation projects that advance the key findings and recommendations from the needs assessment; 2) identify and fund near-term alignment projects based on the collected actions in the needs assessment; and 3) identify and fund long-term alignment projects to invest in Yolo County’s collaboration and engagement infrastructure.
The CAO’s Office and YCOE are requesting approval of $650,000 in American Rescue Plan funds from the Children, Youth, and Family Priority Category as follows: 1) $200,000 to support the continued operations of 211 Yolo as identified in the needs assessment; and 2) $450,000 to YCOE to implement long-term action workgroups formed around the findings in the needs assessment.

211 Yolo
211 Yolo is operated by Yolo County in partnership with Community Link, which operates the County’s 24/7 211 Call Center and does so in a regional approach with Sacramento County. This regional approach significantly expands resources regionally and provides enhanced services between our two counties. In Yolo County, funding for our local 211 Yolo comes from grants from local entities, support from the county, and some contributions from the local cities. 211 Yolo is currently encountering some funding challenges. The county anticipates a $35,000 funding shortfall in fiscal Year 2024-25 and potentially up to a $115,000 shortfall in fiscal year 2025-26. The Roadmap to the Future Needs Assessment identified 211 Yolo as a countywide need for “improved access to service information and outreach”.  A dominant theme from the community was the “gap in coordination and collaboration across service organization and community assets and services.” The $200,000 in funding would be used to support enhanced services in the county and address the funding shortfall.

Long-Term Action Workgroups
Through Phase 1 and Phase 2 of the Roadmap to the Future, YCOE as the lead agency has collected and analyzed community data into a comprehensive needs assessment with findings, needs, and actions (both countywide and by Supervisorial District). YCOE is seeking $450,000 in funding to continue advancing the alignment of the child-serving system in Yolo County through the creation of long-term action workgroups formed around the findings in the needs assessment. To achieve this, YCOE is partnering with the “Healthy Yolo” initiative with the Health and Human Services Agency (HHSA). Healthy Yolo’s Community Health Improvement Plan (CHIP) overlapped significantly with the findings in the Roadmap to the Future needs assessment. As identified in the County’s Strategic Plan, YCOE and HHSA have been working to officially merge the countywide initiatives to better utilize staff resources and improve countywide coordination. HHSA and YCOE have also engaged with the University of Pacific to launch a Transformative Change Partnership (TCP). The TCP would provide backbone support to Yolo County and YCOE to create and establish long-term action workgroups.


The CAO’s Office is requesting the Board to direct the CAO’s Office and YCOE to develop a plan to allocate the remaining $1.95 million in priority funding under the American Rescue Plan Children, Youth, and Family Priority Category and return to the Board by the December 3, 2024 meeting.
