Reason for Recommended Action/Background
The County Service Areas (CSA) Policies and Procedures Manual was last updated in 2017. During a review of the manual in 2024, it was determined edits were needed to better explain the roles of CSA Advisory Committees and County staff. The recommended edits include:
- Explanation of the CSA Policies and Procedures Manual in relation to the Administrative Policies and Procedures Manual on Advisory Boards, Commissions, Committees, and Councils adopted by the Board of Supervisors on July 21, 2020, as well as the County’s Advisory Body Handbook;
- Addition of examples of matters appropriately addressed by CSA Advisory Committees;
- An explanation of responsibilities that would not fall under the purview of CSA Advisory Committees;
- Enhancement of explanation about County staff's role in relation to CSA Advisory Committees;
- Enhancement of explanation about County staff's role in communications with CSA residents, and vice versa.
The proposed updated policy is included in Attachment A. A comparison report between the proposed updated version and the 2017 version is in Attachment B. County staff provided CSAs and the general public an opportunity for public comment on the updated policy. The public comment period ended on September 30, 2024 and no public comments were received.
