Recommended Action

  1. Approve award of One-Time FY 2024/25 Fire Sustainability Funds to Dunnigan Fire Protection District in the amount of $201,146;
     
  2. Approve award of One-Time FY 2024/25 Fire Sustainability Funds to Esparto Fire Protection District in the amount of $205,006;
     
  3. Approve award of One-Time FY 2024/25 Fire Sustainability Funds to Yolo Fire Protection District in the amount of $147,424; and
     
  4. Delegate authority to the CAO or the CAO's designee to execute the agreements.

Reason for Recommended Action/Background

Background

On April 18, 2023, the Board of Supervisors approved a funding plan to provide up to $1.5 million annually to support the long-term financial sustainability of Yolo County Fire Protection Districts (FPD). Fire District Sustainability Funding Plan procedures were approved by the Board on September 26, 2023, and are provided as Attachment A to this staff report. These procedures outline the steps for the administration and disbursement of fire sustainability funding. The Fire Districts attempting a new Proposition 218 process to adopt or increase assessments or funding measures that fail may request a one-time grant, which must be approved by the Board of Supervisors. Grant requests may be made for two years unless a subsequent Proposition 218 process is held. Currently, eight Fire Districts have gone through a new Proposition 218 process. Elections in the Dunnigan, Esparto, and Yolo Fire Districts failed. For the second year, Dunnigan and Esparto have submitted one-time applications; see Attachment C and D for more details. Yolo FPD is applying for the first time, see Attachment E. 

Dunnigan Fire Protection District
The Dunnigan Fire Protection District (FPD) requests $201,146. This funding will provide Dunnigan FPD to upgrade key components of the service we provide. Dunnigan FPD will use the funding to update all of our radios, vital medical equipment such as AED's and suction devices, personal protective equipment, continue employing trained and experienced officers to lead our volunteers, a storage unit for sensitive and expensive equipment and an amount of hose needed to continue providing fire suppression. 

Esparto Fire Protection District
The Esparto FPD plans to utilize $205,006 of the Fire District Sustainability funds to maintain 24/7 staffing with paid personnel, assist with the engineers' report for Proposition 218 assessment, and cost of operations. Should the actual expenditures total less than the budgeted amount, Esparto FPD will submit an amended application with an additional project or request that the difference be transferred to our Equipment Replacement Reserve for required capital asset replacement. 

Yolo Fire Protection District
Yolo FPD plans to utilize $147,424 of the Fire District Sustainability funds for a Proposition 218 assessment process, hire a full-time firefighter, augment the Capital Replacement Fund, and cover operating cost increases. The District is experiencing an increase in call volume, which has been going up every year.

The FY 2024-25 Adopted budget included $1.5 million in funding for Yolo County Fire Protection Districts' sustainability. The funding plan was approved by the Board of Supervisors on April 18, 2023.
