Subject

Introduce by title only an ordinance entitled "An Ordinance of the Board of Supervisors of the County of Yolo Amending Title 4, Chapter 4 of the Yolo County Code, Relating to County Parking Facilities," waive further reading of the proposed ordinance, and continue to the November 5, 2024, Board of Supervisors meeting for adoption. (No general fund impact) (Pistochini/Huerta)

Recommended Action

  1. Introduce by title a proposed ordinance repealing and replacing Title 4 Chapter 4 ("County Parking Facilities") of the Yolo County Code to update and modernize the existing ordinance to improve the orderly use and safety of County-owned parking facilities; and
     
  2. Waive further reading of the proposed ordinance; and
     
  3. Continue the ordinance to the November 5, 2024 regular Board of Supervisors meeting for adoption.

Reason for Recommended Action/Background

The General Services Department has reviewed the County Parking Facilities ordinance and has found the need to update the entire ordinance to ensure it is current, effective, efficient and supports the need for safe parking spaces for County employees and persons having business in County buildings. The County ordinance governing Parking Facilities has remained unchanged since 1991 and is deficient in a number of areas.  The new ordinance will reflect the current list of parking facilities, the establishment of electric vehicle charging stations, provides authorization for restricting spaces for exclusive use of handicap users or other specified users, provides authorization to establish time limits, prohibits repair of private vehicles on county property, prohibits storage of vehicles or trailers on county property, prohibits the advertising of vehicles for sale on county property, prohibits unauthorized overnight parking, and clarifies enforcement provisions. In developing this ordinance, the County reviewed other recently adopted county parking facilities ordinances across the state.

The proposed ordinance is included as Attachment A. The existing Yolo County Code Chapter regulating parking at County facilities is included for reference purposes as Attachment B. Because this is essentially a full rewrite of existing regulations, no redline comparison is included.
