Recommended Action

Staff recommends that the Board approve a one-year agreement with Wood Rodgers in the amount of $343,840 for consulting engineering services to establish base flood elevations throughout the County (Att. A).

Reason for Recommended Action/Background

At the June 23, 2023, Board meeting, the Board approved three allocations of American Rescue Plan (ARP) funding in the Water/Wastewater Infrastructure category: 
  • Base Flood Elevation Establishment
  • Snall Community Utility System Consolidation Study
  • Slough Cleaning Permit Program
This item pertains to the ARP funding allocation for Base Flood Elevation Establishment. The proposed contract with Wood Rodgers, Attachment A, will result in the establishment of formal base flood elevations (BFEs) for the unincorporated areas of the County that are subject to regulatory floodplain requirements, such as Clarksburg, the town of Yolo, the Elkhorn basins, Madison, and Esparto. Formal BFEs in these areas will provide a less expensive and more streamlined process for landowners within the regulatory floodplain who desire to improve their properties and need building permits from the County to do so.  

A separate effort is currently underway to perform a hydrologic and hydraulic study for the valley floor area that includes the Rolling Acres community and the Yolo County Airport, which is funded by a state grant.  

Staff recommends that the Board approve the agreement with Wood Rodgers in the amount of $343,840 for consulting engineering services to establish base flood elevations throughout the unincorporated area of the County.

Collaborations include the Building and Procurement divisions, Office of County Counsel, and Dist. 1 staff.
