Subject

Approve the transfer of funds to the Esparto Park Capital Improvement Plan (CIP) budget and adopt a budget resolution increasing the appropriations in the 2024-25 Esparto Park CIP Improvement Project budget by $384,673 for the Tuli Mem Park improvements. (No general fund impact) (4/5 vote required) (Pistochini)

Recommended Action

  1. Approve the transfer funds of American Rescue Act Plan ($330,000), Esparto Development Impact Fee ($8,793) and Esparto Park Capital Improvement Plan ($45,880) to the Esparto Park CIP Improvement Project budget; and
     
  2. Adopt a budget resolution increasing the appropriations of the 2024-25 Esparto Park CIP Improvement Project budget by $384,673 (Attachment A).

Reason for Recommended Action/Background

In 2015, after gaining property owner ballot support, benefit assessments were established to provide funding for the maintenance and operations of a community park and aquatic center in Esparto, CA. The facilities consist of an 8.67-acre community park with sport fields, picnic area, walking trails and water fountains, and an aquatic center containing a swimming pool, snack bar, changing rooms, and showers. The ground-breaking ceremony was held in 2018 and construction commenced in March 2018. The aquatic center and park became operational in the summer of 2019.

The Tuli Mem Park was intended to undergo additional improvements over time to meet the needs and wants of the community. In 2021, County staff and the lead architect consultants led workshops with community stakeholders to identify improvements and vote on assets. In 2024, staff presented the plan set to the County's Parks, Wildlife, and Recreation Advisory Committee and received feedback that further updated the design. The current plans now have improvements to the existing shaded picnic area, a new bistro area, and a play area which will include a play structure. The play structure will be designed for children ages 5–12 years and will include accessible elements and a shade structure. Recently, County staff became aware of additional residual Tuli Mem Park project funds, and now seek to use those funds to execute the Tuli Mem Park Improvement Plan. This project will significantly increase the public benefit of the park by forming contiguous aesthetic and creating new functions for park goers to experience.

The General Services Department collaborated with the County Counsel's Office, the County Administrator's Office, and the Department of Financial Services.

Competitive Bid Process/Vendor Performance

The County intends to competitive solicit for bids shortly after the Board of Supervisors approves the plans and specifications.  Staff anticipate returning to the Board of Supervisors in January 2025 to seek approval of the plans and specifications.

These funds are appropriated in three different funds: the American Rescue Plan Act ($330,000), Esparto Development Impact Fee ($8,793) and Esparto Park CIP ($45,880), which the County Administrator's Office and Department of Financial Services manage. The Department of General Services is requesting the transfer of said funds to the Esparto Park CIP Project budget.
