Recommended Action
- Approve first amendment to Agreement No. 24-185 with Victor Community Support Services to add funding in the amount of $759,000, by adding $253,000 to fiscal years 2024-25, 2025-26 and 2026-27 for a new contract maximum of $1,620,000 for the period of July 1, 2024 through June 30, 2027 and to increase option year funding for the provision of Mental Health Services Act (MHSA) Full Service Partnership (FSP) Services to Seriously Emotionally Disturbed children and youth; and
- Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $540,000 per fiscal year for fiscal years 2027-28 and 2028-29 and 2) issue related option year notices. Please see Section III. of Att. A. Second Amendment.

Reason for Recommended Action/Background
The Full-Service Partnership (FSP) program is for children and their families who would benefit from and are interested in participating in a program designed to address the total needs of a family whose child (and possibly other family members) is experiencing significant emotional, psychological, or behavioral problems that are interfering with their wellbeing. FSP programs can provide an array of services beyond the scope of traditional clinic-based outpatient mental health services. Those participating in an FSP program will have the support of a service provider 24 hours a day, seven (7) days a week which includes after hours support for clients and/or families. Full-Service Partnership programs are mandated under MHSA and are essential intensive services to children and families in Yolo County.
On or about June 25, 2024, the County entered into an Agreement with Victor Community Support Services with an initial term of July 1, 2024 through June 30, 2027 for a total contracted amount of $861,000. The Agreement also included two (2) optional extensions for Fiscal Years 2027-28 and 2028-29.
Health and Human Services Agency requests approval of this first amendment which adds funding in the amount of $759,000, by adding $253,000 per fiscal year for 2024-25, 2025-26 and 2026-27 for new contract maximum of $1,620,000. The amendment is also increasing the optional extension periods by $253,000 per fiscal year as well as updating and clarifying language throughout the agreement. The amended budget was included in the requested budget; however, the amount was reduced as the MHSA budget was being finalized. The agency was able to restore the funding in the Adopted Budget now that the MHSA budget is reconciled. The amount included in this amendment will increase the number of youths who can receive FSP services from 13 to 25, which is the amount historically served.

The Performance Measures associated with this Agreement are included in Attachment A, Exhibit E.
Victor Community Support Services has performed satisfactorily. The contract with Victor Community Support Services for FSP started on July 1, 2024 and performance measures are only available for one quarter of service. VCSS has successfully transitioned children into their FSP program, completed intakes and begun treatment plans with multiple families since the beginning of the contract term. In the only reporting period available, 92% of clients have received a documented service within 5 days of enrollment, which is above the target objective. 100% of clients enrolled in the FSP program remain in their home placement setting, which is a primary goal of the program.

Competitive Bid Process/Vendor Performance
On January 25, 2024, the County via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Child, Youth and Family Outpatient Mental Health Services. The solicitation was open for 35 days, (5 weeks). On February 2, 2024, GSD and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received 2 proposal(s) from this solicitation (see list below). GSD reviewed the proposal for minimum requirements and both proposals were moved forward to the Review Committee, comprised of 2 HHSA staff and 1 other County staff.
The Review Committee evaluated the proposals and determined that the proposal submitted by Victor Community Support Services met all the required qualifications necessary to successfully provide these services. On April 10, 2024, the County issued an Intent to Award letter. On April 17, 2024, the County received a protest from Turning Point Community Programs (“Turning Point”) protesting/appealing the Intent to Award. Turning Point requested that the County revise the scoring methodology set forth in the RFP to account for existing providers and conduct oral interviews prior to issuing the notice of intent of award to the successful vendors (see Att. B. Protest Letter). In accordance with County policy, the County’s Purchasing Agent reviewed the protest, the department’s evaluation process, and coordinated with County Counsel. The protest/appeal was denied as the Purchasing Agent determined the process was conducted and proposals were scored in accordance with the RFP (see Att. C. Protest Letter Response).

No general funds are required by this action. These services will be funded by Mental Health Services Act (MHSA), Federal Financial Participation (FFP) and State General Fund (SGF). The total amount of this action is $759,000 for the period of July 1, 2024 through June 30, 2027. The amount of $253,000 is included in HHSA adopted budget for fiscal year 2024-25. The related funding will be included in the requested budget process for future fiscal years.
