Reason for Recommended Action/Background
The County of Yolo has successfully obtained a Flood Emergency Response Project grant and has subsequently entered into a contractual agreement with the State Department of Water Resources (DWR). This contract delineates the provision of flood emergency response planning and mapping services and products specifically designed for the Delta region of the County. The Project will entail the development or revision of Flood Safety Plans utilized by local levee maintenance agencies, the creation of supplementary field checklists and resources, the development or revision of the Unified Command map and manuals, and the provision of additional Geographic Information System (GIS) field reporting resources pertinent to the Project. Furthermore, the Project encompasses training sessions and tabletop exercises to evaluate these newly developed or revised products. Lastly, the Project incorporates the procurement of flood response supplies. The principal objective of the multi-jurisdictional Delta-wide Regional Flood Response Project is to enhance and promote a sustainable regional response structure and partnership within the Five-County Delta region, founded on the insights derived from the 2022 Delta-wide Exercise and the recent 2022/2023 Winter Storms.
The Yolo County Delta Flood Response Project aligns with the State’s priorities: 1) the enhancement of local flood emergency plans and their integration into multi-hazard emergency response plans, and 2) the improvement of regional and interagency coordination. All preparedness activities associated with the Project will be co-project in compliance with the Federal Integrated Planning System (IPS) and the Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101, supplemented by adherence to the relevant standards established by the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).
The Project’s focus is collaboration with Levee Maintaining Agencies located along the Sacramento River. A consortium of fifteen partners, twelve of whom are Reclamation Districts, has been incorporated into this initiative. The administration of the Project will be project-dedicated project staff from Yolo County, who will facilitate planning activities, assist in the implementation of tasks, and supervise any specialized consultancy work required. The Contractor shall undertake engineering, plan development, perform additional specialized tasks, and complete the grant deliverables.
The County has formally requested proposals from qualified engineering firms (Contractors) to procure the necessary professional services for the Project. A single project was submitted and evaluated based on qualifications, experience, demonstrated competence, past performance, project approach and understanding, projected timeline, responsibility, financial stability, and overall quality and cost. Kjenldsen, Sinnock, and Neudeck, Inc. (KSN) submitted the most advantageous proposal to the County. KSN has been a significant contributor to flood emergency preparedness and response and is collaborating with other local government agencies and DWR to deliver services similar to those sought by Yolo County. Furthermore, KSN has previously participated in both Round 1 and Round 2 initiatives for the County of Yolo, and its team members possess extensive experience with local maintenance agencies within the Delta region and Yolo County.
The contract with KSN (Attachment A) will empower the Yolo County Office of Emergency Services to collaborate with local partners in the development of comprehensive Local Flood Emergency Plans and Flood Contingency Maps, as outlined in the Scope of Work and by the Project Timeline. The execution of this multijurisdictional Project is highly anticipated. The Project will substantially enhance regional coordination, flood planning, and flood response efforts within the Delta Region of Yolo County.
