Reason for Recommended Action/Background
In February 2022, Yolo County executed a $200,000 contract with the Yolo County Office of Education (YCOE) to serve as the lead agency for the Roadmap to the Future, a countywide initiative to achieve the vision that every child born in, cared for, and educated in Yolo County has an advantage because of the community’s response to their developmental needs. On December 5, 2023, the Yolo County Board of Supervisors approved YCOE’s request to use an additional $250,000 of the $2.2M set aside under the American Rescue Plan Children, Youth, and Family Priority Category, leaving the remaining balance of $1.95M in priority funding in the Children, Youth, and Family Priority Category. Additionally, the Board approved setting aside these funds through the revenue recovery mechanism and earmarking the funds to allow for implementation following the completion of the Roadmap to the Future. On October 8, 2024, the Board of Supervisors received an update on the Roadmap to the Future. The Board directed the County Administrator's office to work with YCOE and staff to develop a proposal for allocating the remaining $1.95M funding and to return with the proposal at a future meeting.
YCOE and County staff did a crosswalk exercise to analyze the needs identified in the Roadmap Needs Assessment relative to County services. Staff developed the Roadmap to the Future Crosswalk materials including Funding Proposal (Att. A) and the Needs Matrix (Att. B) by Supervisorial Districts. Table 1 reflects the total allocation by Needs that were identified on the Roadmap and Crosswalk. Further detail regarding the expenditure plan, which is inclusive of YCOE feedback and funding requests, is provided in Attachment A. Staff seeks Board feedback on these recommendations.
