Recommended Action

Reason for Recommended Action/Background

Budget Resolution
On or about September 24, 2024, the Board of Supervisors for the County of Yolo adopted a budget for fiscal year 2024-25 for the Health and Human Services Agency (“HHSA”). On or about October 3, 2024, the California Department of Social Services (“CDSS”) issued County Fiscal Letter No. 24/25-12 notifying HHSA of an increase of $117,636 to the California Work Opportunity and Responsibility to Kids Mental Health Allocation for fiscal year 2024-25. County Fiscal Letter No. 24/25-12 was issued after the completion of the adopted budget process, therefore the additional funds were not included in the HHSA adopted budget.  

Approval of the request herein will enable HHSA to add the amount of $117,636 to the Health and Human Services Agency adopted budget for fiscal year 2024-25 and subsequently amend to increase the expenditure agreement with CommuniCare+OLE for CalWORKs mental health treatment services.

Third Amendment
California Work Opportunity and Responsibility to Kids (CalWORKs) is a state-wide welfare program that gives cash and services to eligible needy California families. Part of that program is the comprehensive statewide employment and training CalWORKs Employment Services program (CWES Program). The CWES Program provides services to CalWORKs families to help remove barriers to employment. Services may include mental health services in an effort to remove barriers to employment for families and to support family stabilization through the public assistance to work transition.

As a result of a competitive solicitation process (details below) CommuniCare Health Centers was selected to provide Mental Health Services to CalWORKs referred individuals. On or about April 18, 2023, the County and CommuniCare Health Centers entered into Agreement No. 23-80 (“Agreement No. 23-80”) for the provision of CalWORKS Mental Health services. Agreement No. 23-80 provided the County with several optional extensions for future fiscal years (i.e., fiscal years 2024-25; 2025-26; 2026-27; and 2027-28).  On or about October 24, 2023, the County, CommuniCare Health Centers, and OLE Health entered into a Consent to Assignment, formally assigning the rights and obligations under Agreement 23-80 from CommuniCare Health Centers to OLE Health dba CommuniCare OLE, effective October 1, 2023.

On or about May 7, 2024, the County exercised its optional extension for fiscal year 2024-25, extending the term of Agreement No. 23-80 through June 30, 2025 and adding funding in the amount of $377,913, since funding for this program had been historically reliable. However, on May 14, 2024, the Governor released details on his “May revise” of the proposed State Budget, recommending eliminating CalWORKs Mental Health funding for fiscal year 2024-25. Based on this information, the County and CommuniCare OLE agreed to allow the agreement to expire effective June 30, 2024, by modifying the term, reducing the contract budget for fiscal year 2024-25 to $0, and removing all future option years from the agreement via the First Amendment. Subsequently, counties were notified that the final state budget restored the funding allocation but reduced it by 30% statewide. On or about October 11, 2024, the County restored the Agreement via the second amendment.

Now, Health and Human Services Agency (HHSA) staff are requesting approval of this amendment to add funding for FY2024-25. CalWORKs is a state-wide welfare program that provides cash assistance and supportive services to eligible needy families in California. The services provided under this agreement help participants overcome barriers to self-sufficiency, support family stability and wellness, and reduce future reliance on public programs. Services include mental health and substance use disorder services and family counseling. This additional funding will allow HHSA CalWORKs and ComminuCare OLE to expand mental health and substance abuse services to families in the CalWORKs program.

Performance Measures
Performance Measures were included in the Agreement 23-80 (see Att. C. Performance Measures) and are not being revised at this time.  In FY 2023-2024, one hundred seventy-one (171) CalWORKs aided individuals were served by CommuniCare OLE through the CalWORKs Mental Health/Substance Use Disorders program. Services provided included mental treatment, substance use treatment, and family counseling.  CommuniCare OLE averaged between 50-70 participants who were actively engaged in mental health services for each quarter per fiscal year.

General Services Department, Procurement Division

Competitive Bid Process/Vendor Performance

On November 3, 2022, the County via the Department of General Services, Procurement Division (GSD-Procurement) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Mental Health Services for California Work Opportunity and Responsibility to Kids Employment Services (CWES) clients. The solicitation was open for 62 days, just over 9 weeks. On December 13, 2022, GSD-Procurement and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.  The County received 1 proposal(s) from this solicitation. GSD-Procurement reviewed the proposal for minimum requirements and moved the proposal forward to the RFP Review Committee, comprised of three HHSA staff.  The RFP Review Committee evaluated the proposal submitted by CommuniCare Health Centers (now doing business as CommuniCare OLE) and determined it met all the required qualifications necessary to successfully provide these services.  On March 8, 2023 the County issued an Intent to Award letter. Additional information regarding the Competitive Bid Process is provided below, including a summary of the solicitation evaluation criteria.

No general funds are required by this action. These services will be funded by CalWORKs mental health allocation funding. The action increases the contract maximum by $237,549 (pending approval of the attached budget resolution) for a new total of $1,032,524.33 for the period of May 1, 2023 through June 30, 2025. The amount of $117,636 will be added to the HHSA adopted budget for fiscal year 2024-25 (pending approval of the attached budget resolution). The related funding will be included in the requested budget process for future fiscal years.
