In 2015, after gaining property owner ballot support, benefit assessments were established to provide funding for the maintenance and operations of a community park and aquatic center in Esparto, CA. The facilities consist of an 8.67-acre community park with sport fields, a picnic area, walking trails, water fountains, and an aquatic center containing a swimming pool, wading pool, community room, snack bar, changing rooms, and showers. The ground-breaking ceremony was held in 2018 and construction commenced in March 2018. The aquatic center and park became operational in the summer of 2019.
The Tuli Mem Park was intended to undergo additional improvements over time to meet the needs and wants of the community. In 2021, County staff and the lead architect consultants led workshops with community stakeholders to identify improvements and vote on assets. In 2024, staff presented the plan set to the County's Parks, Wildlife, and Recreation Advisory Committee and received feedback that further updated the design. The current plans now have improvements to the existing shaded picnic area, a new bistro area, and a play area which will include a play structure. At the December 3rd, 2024 BOS meeting, the Board took action to approve and transfer funds of American Rescue Act Plan ($330,000), Esparto Development Impact Fee ($8,793), and Esparto Park Capital Improvement Plan ($45,880) to the Esparto Park CIP Improvement project budget, and adopted Budget Resolution No. 24-127.10.
The Board is requested to approve the plans and specifications for the 17257 Yolo Avenue, Esparto Tuli Mem Park Improvement Plan so that County staff can commence with the competitive solicitation effort. Staff will return to the Board for approval of the contract with the best apparent bidder from the competitive solicitation.

Approving the plans and specifications does not have a financial impact. Upon completing the solicitation process, the Board will be asked to consider approving the contract and the resulting financial impact at a future meeting. Budget Resolution No. 24-127.10 allocates $384,674 for this project, of which $14,400 is allocated for the architect for additional steps necessary to finalize the design. The cost estimate for construction, inclusive of contingency, is $411,000. It is important to note that the cost estimate exceeds the project budget. However, if no contingency is utilized, the project will remain within budget. For this reason, staff recommend proceeding with solicitations and determining if the bid is within project budget, seek additional funding if there is a gap, or redesign the project to reduce cost.
