Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to apply for, on behalf of Yolo County, $200,000 in grant funding from the California Governor's Office of Emergency Services to fund the Child Advocacy Center Program. (No general fund impact) (Reisig)

Recommended Action

  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to apply for, on behalf of Yolo County, $200,000 in grant funding from the California Governor's Office of Emergency Services; and
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions.

Reason for Recommended Action/Background

The Yolo County District Attorney has been receiving the Child Advocacy Center Program grant since FY2017-18.  The grant application for 4/1/25-3/31/26 is due 1/17/25, which will be the third year of the five-year grant cycle, making it non-competitive.  There is $200,000 available for Yolo County with $110,600 in federal funding and $89,400 in state funding.

Per countywide protocol, all child sexual abuse cases are sent to Cameron's Place(formerly known as Yolo County Multi-Disciplinary Interview Center(MDIC)), which is Yolo County's Child Advocacy Center, for review.  All referrals are eligible for advocacy, outreach, and therapy.

The grant provides dedicated job-specific positions to focus on forensic interviews with child victims and a social worker to focus on being the primary point of contact for survivors and their families and providing direct services of peer counseling & support, intake interviews, assessment, crisis intervention, etc.

This grant funds the Social Worker and Forensic Interview Specialist.

Collaborations (including Board advisory groups and external partner agencies)

The Child Advocacy Center collaborates with many agencies and their Multi-Disciplinary team consists of Health and Human Services, Child Welfare Services and Mental Health, Yolo County Probation Department, Yolo County Sheriff's Office, Woodland PD, West Sacramento PD, Winters PD, UC Davis PD, Davis PD, Empower Yolo, Sutter Medical Foundation, and County Counsel.

This grant crosses over into different fiscal years (FY24/25 & FY25/26) as the grant period is 4/1/25-3/31/26. Funding was included in the FY24/25 adopted budget and will be included in the FY25/26 budget, to be approved by the Board of Supervisors at recommended and adopted.

MDIC does not receive any general funds.
