Reason for Recommended Action/Background

As part of its federal funding mandates, Yolo County Housing (YCH) is required to have an adopted Five-Year Agency Plan for its Housing Choice Voucher (HCV) and Low-Income Public Housing (LIPH) programs.

The Five-Year Agency Plan is required by HUD and therefore typically only addresses HUD funded and related programs that YCH operates. A New Five-Year Agency plan for HUD is due in 2025 and while the HCV and LIPH are critical programs operated by YCH, there are many non-HUD funded programs and projects that YCH operates. YCH leadership utilized the opportunity of building a new HUD Five-Year Agency Plan to expand the scope and create a new Yolo County Housing Agencywide Five-Year Strategic Plan that encompasses all the programs, projects, and services YCH operates. 

Prior HUD Five-Year Agency Plans lacked tangible, measurable goals with data and metrics assigned.  When drafting the 2025-2029 Agencywide Strategic Plan, leadership created goals utilizing the Specific, Measurable, Achievable, Relevant, and Time-Bound (S.M.A.R.T.) approach wherever possible and when not achievable at the goal level, ensured timelines and metrics at the objective or tactic level. 

YCH leadership felt it was valuable to gather input from multiple stakeholders when drafting the first-ever Agencywide Strategic Plan. Surveys were sent to residents and participants of YCH programs, City and County leadership, key YCH partners throughout Yolo County, and YCH staff.  The input from these surveys helped identify areas of alignment and key focus areas for existing and future programs. 

Staff will present an overview of current Yolo County Housing and New Hope Community Development Corporation (YCH’s non-profit affiliate entity) programs and projects and will present a high-level overview of the relevant goals, objectives, and tactics for the new Agencywide Strategic Plan.

Additionally, staff will highlight recent collaborative efforts between YCH and Yolo County to advance projects and improve communities. Finally, staff are hoping to gather feedback from the Board of Supervisors on areas they view as key opportunities for future collaboration, areas where they see alignment with the County’s strategic plan, and any other insight that may be helpful as YCH leadership looks to finalize their first ever Agencywide Strategic Plan.
