Reason for Recommended Action/Background

On or about September 24, 2024, the Board of Supervisors adopted a budget for fiscal year 2024-25 for the Health and Human Services Agency (“HHSA”). During the adopted budget process, HHSA Fiscal staff were unaware of an increase to the Mental Health Services Act (“MHSA”) budget for fiscal year 2024-25 as the MHSA budgeting tool was not yet complete and approved; therefore, the additional funds were not included in the adopted budget process.

For reference, on or about August 29, 2023, the County approved HHSA’s MHSA Three-Year Program and Expenditure Plan for fiscal years 2023-2026. The services provided by American Medical Response were approved as part of HHSA’s MHSA 3-Year Plan.

Approval of the request herein will enable HHSA to add the amount of $400,000 to the Health and Human Services Agency adopted budget for fiscal year 2024-25 and subsequently amend the American Medical Response contract to increase the contract amount for critical Behavioral Health Crisis Response services.

Further explanation as needed:

No general funds are required by this action. The action will allow the American Medical Response contract to have a total amount of $1,130,260 for fiscal year 2024-25 (pending approval of the attached budget resolution); the services will be funded by MHSA. The amount of $400,000 will be added to the HHSA adopted budget for fiscal year 24-25 (pending approval of the attached budget resolution). Any related funding will be included in the appropriate HHSA budget process for future fiscal years.
