Subject

Approve a funding agreement with the California Department of Transportation in the amount of $300,000 to make sidewalk improvements on Highway 113 alongside the Knights Landing Community Park and delegate authority to the Director of General Services to execute the contract in substantially the form attached with approval as to form by County Counsel; adopt a budget resolution in the amount of $300,000 to recognize unanticipated revenue and unanticipated expense. Recommended Action

  1. Approve a funding agreement with California Department of Transportation in the amount of $300,000 to make sidewalk improvements on Highway 113 alongside the Knights Landing Community Park (Attachment A);
     
  2. Delegate authority to the Director of General Services to execute the contract in substantially the form attached with approval as to form by County Counsel; and
     
  3. Adopt a budget resolution in the amount of $300,000 to recognize unanticipated revenue and unanticipated expense (Attachment B).

Reason for Recommended Action/Background

The Knights Landing Community Park borders California State Highway 113 between County Road 116 and Sci-Tech Academy.  A portion of the Park construction project necessary to properly manage stormwater flow impacts the sidewalk in the State's right-of-way.  During the course of obtaining the necessary approvals for this work, the State inquired if the County could make more extensive improvements to the sidewalk beyond the small portion impacted by the project.  The State's request will benefit the community by doubling the width of the sidewalk along over 800 linear feet, a distance from County Road 116 to the Sci-Tech Academy north entrance.  Additionally, several improvements will be made to improve mobility for those in wheelchairs.  This agreement will provide the County, on a reimbursement basis, with sufficient funds from Caltrans of up to $300,000 to rehabilitate the sidewalk for the benefit of the community.  Staff will return in a subsequent meeting to approve a change order for this work.

Collaborations (including Board advisory groups and external partner agencies)

The General Services Department worked with the California Department of Transportation (CalTrans), the Department of Community Services Public Works Division, and the County Counsel's Office.  The Board's Committee on Capital Investments was previously informed of this potential partnership with CalTrans.

The CalTrans contribution is reimbursement based and includes an amount for contingency. The change order being finalized is less than $300,000, maintaining a healthy contingency for any unanticipated work associated with the sidewalk work.
