Waive second reading and adopt ordinance amending Chapter 15 of Title 6 of the Yolo County Code regarding Tobacco Retailer Permitting.

Reason for Recommended Action/Background

The policy updates to the County Tobacco Retail Licensing policy are proposed in order to address emerging tobacco products designed to circumvent current definitions in order to allow the sale of these products. In addition, changes to the current policy will streamline the enforcement procedures and provide clearer goals and expectations of the program.  The purpose of these amendments is to promote public health and provide regulatory protection for the County’s youth from harmful tobacco and nicotine products. These changes establish a definition for Coupon, Drug Paraphernalia and Youth Decoy as well as amend the definitions for Director and Tobacco Product. They also make it a violation to sell Drug Paraphernalia where Tobacco Products or Tobacco Paraphernalia are sold and permit the use of Youth Decoys for the purposes of compliance monitoring. It is intended to supplement relevant provisions of Federal, State, and local law.
