Approve second amendment to Agreement No. 20-171 with ICF Jones & Stokes to increase the maximum compensation by $35,000 for a new contract maximum of $260,000, for the provision of biological and archaeological/paleontological services for the Yolo County Central Landfill and Landfill borrow site. On February 10, 2020, the County issued a Request for Proposals (RFP) seeking qualified firms to perform the monitoring and training for the Landfill and the Landfill borrow site. After careful review, the Board approved an agreement with ICF Jones & Stokes for biological and archaeological/paleontological services on June 23, 2020. The 2020 agreement had an initial term through May 31, 2023, with the option to extend for an additional two years, and a maximum compensation of $145,210. The first amendment to this agreement was approved by the Board on September 10, 2024 increasing the maximum compensation to $225,000. With approval of the two optional one-year extensions, the agreement now expires May 31, 2025. Due to more extensive work than originally anticipated, insufficient funds remain to cover necessary work through the extended term of this agreement. The increase of $35,000 will be sufficient to cover existing costs and necessary additional work in the area of archaeological surveys and documentation at the Landfill borrow site. Additionally, the Division of Integrated Waste Management is in the process of putting a new RFP out to seek proposals for future work from qualified firms. Since we are nearing the end of FY 24-25 year, we will not be seeking any additional services from ICF Jones & Stokes under Agreement No. 20-171 due to lack of additional funding. Any new work will need to occur after the start of FY 25-26 under a new agreement and will be budgeted accordingly in the Sanitation Enterprise Fund.

The Department confirms ICF Jones & Stokes has performed satisfactorily on the current agreement.
